Lack of identify cards and birth certificates among high school students and children respectively in Buuri East has hindered Huduma Namba registration.
Area DCC Peter Jumwa said they have registered 51,000 people so far.
He revealed that they initially had a target of 99,000 people.
The DCC however advised residents against last minute rush adding that all registration machines are in good working condition.
The situation was similar in Luanda, Vihiga, where most of the children who turned up had no birth certificates.
Mukhalakhala Chief Amos Okaka said they were unable to register them as birth certificates are one of the documents required.
