South Africa: Home Affairs adamant girl cannot get ID

The Department of Home Affairs is adamant that a Port Elizabeth couple should have their four-year-old foster child registered as a citizen of Lesotho if they want to adopt her – insisting that she would not be recognised as a South African.
This despite a court order compelling the department to recognise the little girl, who was born in Krugersdorp, as a South African citizen and provide her with an identity document and number.
In terms of international law, her adoption will not be allowed until she is officially recognised as a citizen of either country.
The Department of Home Affairs has to date refused to comply with the court order, officials saying they believed the court order was “legally incompetent”.
