{"id":17957,"date":"2018-05-15T17:10:27","date_gmt":"2018-05-15T17:10:27","guid":{"rendered":"http:\/\/citizenshiprightsafrica.org\/?p=17957"},"modified":"2018-05-15T17:10:27","modified_gmt":"2018-05-15T17:10:27","slug":"drc-says-kabila-foe-katumbi-is-not-a-citizen-but-will-he-return","status":"publish","type":"post","link":"https:\/\/citizenshiprightsafrica.org\/en\/drc-says-kabila-foe-katumbi-is-not-a-citizen-but-will-he-return\/","title":{"rendered":"DRC says Kabila foe Katumbi is not a citizen, but will he return?"},"content":{"rendered":"<p>There\u2019s been much speculation on when and how Mo\u00efse Katumbi, the exiled Congolese political leader who announced a presidential run in March, will return to the country.<\/p>\n<p>Katumbi, the candidate of the \u201c<a href=\"https:\/\/twitter.com\/Ensemble_MK\">Together for Change<\/a>\u201d coalition challenging Democratic Republic of Congo President Joseph Kabila, has said he will return home by June but late last month shifted the timeline, tying it to evidence and an assurance that long-delayed elections will move forward in December as planned.<\/p>\n<p>On Sunday, the former governor of Katanga told\u00a0<a href=\"http:\/\/plus.lesoir.be\/156484\/article\/2018-05-13\/moise-katumbi-principal-opposant-congolais-au-soir-kabila-peur-de-moi\">Le Soir in Belgium<\/a>\u00a0that Kabila remains afraid of him.\u00a0 It\u2019s a claim he\u2019s made before, telling the\u00a0<a href=\"http:\/\/www.bbc.com\/news\/av\/world-africa-39194755\/katumbi-kabila-scared-of-my-return-to-dr-congo\">BBC in March<\/a>\u00a0that his return means the end of Kabila\u2019s mandate.<\/p>\n<p>Yet Katumbi has yet to arrive in Kinshasa; there\u2019s a newly announced campaign\u00a0<a href=\"https:\/\/actualite.cd\/2018\/05\/12\/rdc-ensemble-de-katumbi-en-meeting-le-2-juin-a-sainte-therese-a-kinshasa\/\">rally planned for June 2<\/a>, but no clarity on whether he\u2019ll be there or not. Meanwhile, Congolese communications minister Lambert Mende said Friday that Katumbi is currently not considered to be a citizen of DR Congo.<\/p>\n<p>\u201cThe facts are clear,\u201d\u00a0<a href=\"https:\/\/www.digitalcongo.net\/article\/5af57d3063f72200043c6a0c\/\">Mende said in an interview.\u00a0<\/a>\u201cWhen you contract another nationality, as is the case with Mr. Katumbi, you lose your Congolese nationality whether you are native or not.\u201d Katumbi held Italian citizenship from 2000 to 2017, which the Congolese government says would make him ineligible for office.
