Ces questions devenues sensibles mais aux r\u00e9ponses divergentes alimentent le d\u00e9bat public en C\u00f4te d&#8217;Ivoire depuis 1990. Il importe donc d&#8217;interroger et de confronter l&#8217;\u00e9volution contrast\u00e9e de la l\u00e9gislation dans le domaine de la nationalit\u00e9 aux pratiques de pouvoir depuis l&#8217;ind\u00e9pendance. A travers l&#8217;\u00e9tude critique de cinquante ans de politique de la nationalit\u00e9, ce texte montre que les modalit\u00e9s d&#8217;inclusion ou d&#8217;exclusion des individus dans le groupe national r\u00e9sultent de pratiques client\u00e9listes forg\u00e9es et h\u00e9rit\u00e9es du pr\u00e9sident Houphou\u00ebt-Boigny, la l\u00e9gislation \u00e9tant utilis\u00e9e, ignor\u00e9e ou travestie en fonction des possibilit\u00e9s de contr\u00f4le de l&#8217;\u00c9tat. L&#8217;anciennet\u00e9 des politiques d&#8217;exclusion sugg\u00e8re que l&#8217;\u00e9tranger constitue un objet historiquement construit par rapport \u00e0 sa proximit\u00e9 avec l&#8217;\u00c9tat plus que dans son appartenance ou non \u00e0 la communaut\u00e9 ivoirienne.<br \/>\nFifty years of political citizenship in C\u00f4te d&#8217;Ivoire.<\/p>\n<p>Who is Ivoirian ? Who is a foreigner ? These issues become sensitive to different answers, they have fed the public debate in C\u00f4te d&#8217;Ivoire since 1990. Therefore it is important to examine and compare the uneven development of legislation in the field of citizenship practices of power since independence. Through the critical study of fifty years of nationality policy, this paper shows that the terms of inclusion or exclusion of individuals in the national group have resulted from clientelism and were forged by and inherited from President Houphouet-Boigny, the legislation being used, ignored or misrepresented depending on the capabilities of state control.
