class=\"s6\">Industry experts<\/span><\/p>\n<p class=\"s7\"><span class=\"s6\">Distinguished guests<\/span><\/p>\n<p><span class=\"s6\">Ladies and gentlemen,<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">I am pleased to have the honour of addressing<\/span><span class=\"s6\"> the <\/span><span class=\"s6\">5<\/span><span class=\"s8\">th<\/span><span class=\"s6\"> Annual Meeting of the ID4Africa Movement<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">This<\/span> <span class=\"s6\">Annual Meeting has become <\/span><span class=\"s6\">an appropriate<\/span><span class=\"s6\"> place <\/span><span class=\"s6\">for sharing<\/span><span class=\"s6\"> experiences and best practice<\/span><span class=\"s6\">s<\/span><span class=\"s6\">.<\/span> <span class=\"s6\">It allows for <\/span><span class=\"s6\">the identification of<\/span><span class=\"s6\"> challenges in the context of development, and <\/span><span class=\"s6\">for <\/span><span class=\"s6\">set<\/span><span class=\"s6\">ting<\/span> <span class=\"s6\">priorities for the identity communit<\/span><span class=\"s6\">y<\/span><span class=\"s6\">. <\/span><span class=\"s6\">We<\/span><span class=\"s6\"> are <\/span><span class=\"s6\">pleased to note that<\/span> <span class=\"s6\">you have <\/span><span class=\"s6\">attracted <\/span><span class=\"s6\">o<\/span><span class=\"s6\">ver 1500 delegates from 95 countries, including 50 African nations <\/span><span class=\"s6\">and <\/span><span class=\"s6\">over 650 decision-makers from a cross-se<\/span><span class=\"s6\">ction of government stakeholders are participating in the meeting<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">We are especially pleased at <\/span><span class=\"s6\">the participation of <\/span><span class=\"s6\">represent<\/span><span class=\"s6\">atives of <\/span><span class=\"s6\">international organizations such as <\/span><span class=\"s6\">the <\/span><span class=\"s6\">U<\/span><span class=\"s6\">nited <\/span><span class=\"s6\">N<\/span><span class=\"s6\">ations<\/span> <span class=\"s6\">Development Programme<\/span><span class=\"s6\">, U<\/span><span class=\"s6\">nited <\/span><span class=\"s6\">N<\/span><span class=\"s6\">ations<\/span><span class=\"s6\">Children\u2019s Fund<\/span><span class=\"s6\">, U<\/span><span class=\"s6\">nited <\/span><span class=\"s6\">N<\/span><span class=\"s6\">ations<\/span> <span class=\"s6\">Statistics Division<\/span><span class=\"s6\">, U<\/span><span class=\"s6\">nited <\/span><span class=\"s6\">N<\/span><span class=\"s6\">ations<\/span> <span class=\"s6\">H<\/span><span class=\"s6\">igh <\/span><span class=\"s6\">C<\/span><span class=\"s6\">ommissioner on <\/span><span class=\"s6\">R<\/span><span class=\"s6\">efugees<\/span><span class=\"s6\">, the World Bank, the African Development Bank, the Asia<\/span><span class=\"s6\">n <\/span><span class=\"s6\">Development Bank, the International Civil Aviation Organization and the International Organization for Migration.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">We note with appreciation<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> participation of government representatives of the Netherlands, <\/span><span class=\"s6\">Denmark, France, India, Pakistan, Afghanistan, Philippines<\/span> <span class=\"s6\">and Japan<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">The challenge of <\/span><span class=\"s6\">ensuring efficient, accurate and consistent<\/span><span class=\"s6\"> civic registration on our continent was raised sharply at <\/span><span class=\"s6\">the first conference of African Ministers responsible for civil registration, held in Addis Ababa, Ethiopia,<\/span><span class=\"s6\"> in August 2010, <\/span><span class=\"s6\">organised <\/span><span class=\"s6\">jointly <\/span><span class=\"s6\">by the UN Economic Commission for Africa<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> the African Development Bank<\/span><span class=\"s6\">, the African Union Commission<\/span><span class=\"s6\"> and the Federal Republic of Ethiopia.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">The 2010 ministerial conference <\/span><span class=\"s6\">explored ways of <\/span><span class=\"s6\">improving civil registration and vital statistics systems in Africa, a critical focus area it had <\/span><span class=\"s6\">extracted<\/span><span class=\"s6\"> from the regional workshop on civil registration and vital statistics systems <\/span><span class=\"s6\">earlier <\/span><span class=\"s6\">convened <\/span><span class=\"s6\">in <\/span><span class=\"s6\">Tanzania, in June 2009.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">South Africa <\/span><span class=\"s6\">has made significant progress <\/span><span class=\"s6\">on Civil Registration and Vital Statistics <\/span><span class=\"s6\">and <\/span><span class=\"s6\">to <\/span><span class=\"s6\">serve as a model <\/span><span class=\"s6\">in light of its rate of coverage, outreach programmes, community participation and online <\/span><span class=\"s6\">birth <\/span><span class=\"s6\">re<\/span><span class=\"s6\">gistration in h<\/span><span class=\"s6\">ealth facilities.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">In <\/span><span class=\"s6\">terms of our policy<\/span><span class=\"s6\">, <\/span><span class=\"s6\">c<\/span><span class=\"s6\">ivil <\/span><span class=\"s6\">r<\/span><span class=\"s6\">egistration <\/span><span class=\"s6\">denote<\/span><span class=\"s6\">s<\/span> <span class=\"s6\">continuous, permanent, compulsory and universal recording of the occurrence and characteristics of vital events pertaining to the population as provided through regulations in accordance with legal requirements of <\/span><span class=\"s6\">respective <\/span><span class=\"s6\">countr<\/span><span class=\"s6\">ies.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">In 2012, South Africa hosted the Civil Registration and Vital Statistics (CRVS) Conference in <\/span><span class=\"s6\">Durban.<\/span> <span class=\"s6\">African countries were encouraged to <\/span><span class=\"s6\">continue <\/span><span class=\"s6\">develop<\/span><span class=\"s6\">ing<\/span><span class=\"s6\"> policies, systems and<\/span><span class=\"s6\"> legal frameworks.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">That work has not <\/span><span class=\"s6\">yet <\/span><span class=\"s6\">been completed<\/span><span class=\"s6\">. <\/span><span class=\"s6\">This is<\/span><span class=\"s6\"> evidenced by the themes of th<\/span><span class=\"s6\">is<\/span><span class=\"s6\"> 2019 ID4Africa Annual Meeting.<\/span> <span class=\"s6\">We still have <\/span><span class=\"s6\">i<\/span><span class=\"s6\">nstitutions responsible for public administration and social services <\/span><span class=\"s6\">that <\/span><span class=\"s6\">do not have <\/span><span class=\"s6\">basic personal data and information <\/span><span class=\"s6\">necessary <\/span><span class=\"s6\">for managing and monitoring <\/span><span class=\"s6\">their<\/span><span class=\"s6\"> mandated functions <\/span><span class=\"s6\">public resources.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">We <\/span><span class=\"s6\">are <\/span><span class=\"s6\">therefore <\/span><span class=\"s6\">pleased<\/span> <span class=\"s6\">ID4Africa has <\/span><span class=\"s6\">broadened that work. <\/span><span class=\"s6\">It <\/span><span class=\"s6\">now includes<\/span><span class=\"s6\"> diverse\u00a0<\/span><span class=\"s6\">s<\/span><span class=\"s6\">takeholders, from government, the private sector and international agenc<\/span><span class=\"s6\">ies and donors. <\/span><span class=\"s6\">This we welcome<\/span><span class=\"s6\">, precisely because <\/span><span class=\"s6\">collaboration among these stakeholders will ensure we overcome persistent <\/span><span class=\"s6\">deficiencies in civic registration <\/span><span class=\"s6\">and <\/span><span class=\"s6\">identification systems<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">As a multi-stakeholder movement<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> ID4Africa <\/span><span class=\"s6\">has a role to play in<\/span><span class=\"s6\"> promot<\/span><span class=\"s6\">ing<\/span><span class=\"s6\"> transparent and responsible adoption of digital identity by various states on <\/span><span class=\"s6\">the<\/span><span class=\"s6\"> continent<\/span><span class=\"s6\">.<\/span> <span class=\"s6\">Since its inception, in 2014, it has emer<\/span><span class=\"s6\">ged as a <\/span><span class=\"s6\">forum <\/span><span class=\"s6\">providing a <\/span><span class=\"s6\">platform for government agencies to develop expertise, share experiences and<\/span><a name=\"_GoBack\"><\/a><span class=\"s6\"> build capacity around the impo<\/span><span class=\"s6\">rtant subject of how digital <\/span><span class=\"s6\">identity can support a wide range of government services for citizens an<\/span><span class=\"s6\">d for accelerating development broadly.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">I trust that this 5<\/span><span class=\"s8\">th<\/span><span class=\"s6\"> Annual Meeting<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> in South Africa<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> will assist ID4Africa <\/span><span class=\"s6\">to <\/span><span class=\"s6\">pursu<\/span><span class=\"s6\">e<\/span> <span class=\"s6\">i<\/span><span class=\"s6\">ts primary objectives, includ<\/span><span class=\"s6\">i<\/span><span class=\"s6\">ng:<\/span><\/p>\n<ul>\n<li class=\"s12\"><span class=\"s6\">Promoting digital identity<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> to enhance people\u2019s lives from birth to death,<\/span><\/li>\n<li class=\"s12\"><span class=\"s6\">Providing a platform for South<\/span><span class=\"s6\">&#8211;<\/span><span class=\"s6\">South knowledge transfer, and<\/span><\/li>\n<li class=\"s12\"><span class=\"s6\">Facilitating active Africa-centred engagement<\/span><span class=\"s6\">s<\/span><span class=\"s6\"> for the <\/span><span class=\"s6\">identity community<\/span><span class=\"s6\">.<\/span><\/li>\n<\/ul>\n<p class=\"s9\"><span class=\"s6\">The overarching theme for this year\u2019s <\/span><span class=\"s6\">ID4Africa <\/span><span class=\"s6\">Annual Meeting <\/span><span class=\"s6\">is, <\/span><span class=\"s6\">\u2018<\/span><span class=\"s13\">Identity Ecosystems for Service Delivery\u2019<\/span><span class=\"s6\">.<\/span> <span class=\"s6\">It affirms that identity is not <\/span><span class=\"s6\">only <\/span><span class=\"s6\">a right, but a tool <\/span><span class=\"s6\">that can be <\/span><span class=\"s6\">utilized to <\/span><span class=\"s6\">empower citizens, and to promote socio-economic development and provision of <\/span><span class=\"s6\">quality service<\/span><span class=\"s6\">s.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">South Africa <\/span><span class=\"s6\">is among the many countries on the continent h<\/span><span class=\"s6\">ard at work <\/span><span class=\"s6\">to <\/span><span class=\"s6\">develop integrated<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> secure,<\/span><span class=\"s6\"> digital identification s<\/span><span class=\"s6\">ystem<\/span><span class=\"s6\">s.<\/span> <span class=\"s6\">It has not been an easy road to travel.<\/span><span class=\"s6\">This work started in earnest <\/span><span class=\"s6\">after <\/span><span class=\"s6\">the <\/span><span class=\"s6\">dawn of democracy in 1994.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">We had inherited a fragmented <\/span><span class=\"s6\">civil registration <\/span><span class=\"s6\">sy<\/span><span class=\"s6\">stem, <\/span><span class=\"s6\">large<\/span><span class=\"s6\">ly<\/span><span class=\"s6\">, predicated on a <\/span><span class=\"s6\">divisive <\/span><span class=\"s6\">race <\/span><span class=\"s6\">discourse.<\/span> <span class=\"s6\">It <\/span><span class=\"s6\">was<\/span> <span class=\"s6\">a <\/span><span class=\"s6\">discriminatory <\/span><span class=\"s6\">system designed to systematically deny <\/span><span class=\"s6\">Africans of <\/span><span class=\"s6\">citizenship<\/span><span class=\"s6\">. <\/span><span class=\"s6\">Only 4.5 million white people in the country <\/span><span class=\"s6\">had <\/span><span class=\"s6\">enjoyed access to acceptable levels of civic services.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">At the inception of democracy our <\/span><span class=\"s6\">immediate task was to <\/span><span class=\"s6\">forg<\/span><span class=\"s6\">e<\/span><span class=\"s6\"> a common<\/span><span class=\"s6\">, non-racial<\/span><span class=\"s6\">,<\/span> <span class=\"s6\">and non-sexist, <\/span><span class=\"s6\">national identity<\/span><span class=\"s6\"> in an endeavour to deconstruct <\/span><span class=\"s6\">the civic <\/span><span class=\"s6\">divisions and inequalities of <\/span><span class=\"s6\">our colonial and <\/span><span class=\"s6\">apartheid past.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">Accordingly, as one of the landmarks of the democratic era and its transformation agenda, we introduced a common, c<\/span><span class=\"s6\">ompulsory identity document <\/span><span class=\"s6\">for all <\/span><span class=\"s6\">citizens, irrespective of race, and established a single national Department of Home Affairs. <\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">T<\/span><span class=\"s6\">he ID, popularly known as the Green<\/span><span class=\"s6\">-barcoded<\/span><span class=\"s6\"> ID book<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> of 1986, was then issued also to the African majority, a right hitherto denied to African<\/span><span class=\"s6\">s<\/span><span class=\"s6\"> in the<\/span><span class=\"s6\"> former<\/span><span class=\"s6\"> apartheid-designed homelands.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">In this manner, we succeeded <\/span><span class=\"s6\">in <\/span><span class=\"s6\">provid<\/span><span class=\"s6\">ing<\/span><span class=\"s6\"> a common ID for all citizens, <\/span><span class=\"s6\">and, officially, <\/span><span class=\"s6\">opened doors for citizens to <\/span><span class=\"s6\">exercise their <\/span><span class=\"s6\">rights and <\/span><span class=\"s6\">to <\/span><span class=\"s6\">access <\/span><span class=\"s6\">services, including, registering birth<\/span><span class=\"s6\">s<\/span><span class=\"s6\">, <\/span><span class=\"s6\">assessing<\/span><span class=\"s6\"> social grants, opening bank accounts, seeking employment, voting and enrolling at school.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">Over the years, we have learnt that the full value of data from civil registries comes when they are properly integrated within government systems \u2013 for example, with the statistical institutions, population registers, national ID systems and voter registration systems. <\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">It is possible to do this through 21<\/span><span class=\"s8\">st<\/span><span class=\"s6\"> century<\/span><span class=\"s6\"> Civil Registration and Vital Statistics<\/span><span class=\"s6\"> (CRVS) systems drawing o<\/span><span class=\"s6\">n<\/span><span class=\"s6\"> the availability of information and communication technology<\/span> <span class=\"s6\">and innovations linking health records with civil registries.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">W<\/span><span class=\"s6\">hen <\/span><span class=\"s6\">the<\/span><span class=\"s6\"> birth of a South African is registered, <\/span><span class=\"s6\">a <\/span><span class=\"s6\">child\u2019s name and birth date <\/span><span class=\"s6\">are <\/span><span class=\"s6\">linked to an identity number and a record is created on the National Population Register<\/span><span class=\"s6\"> (NPR)<\/span><span class=\"s6\">. <\/span><span class=\"s6\">This <\/span><span class=\"s6\">gives <\/span><span class=\"s6\">the child <\/span><span class=\"s6\">an<\/span><span class=\"s6\"> identity <\/span><span class=\"s6\">as<\/span><span class=\"s6\"> a <\/span><span class=\"s6\">citizen,<\/span><span class=\"s6\"> with all constitutional rights and obligations <\/span><span class=\"s6\">accompanying such <\/span><span class=\"s6\">status.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">T<\/span><span class=\"s6\">he SA <\/span><span class=\"s6\">Department<\/span><span class=\"s6\"> of Home Affairs <\/span><span class=\"s6\">seeks to ensure<\/span><span class=\"s6\"> a single <\/span><span class=\"s6\">entry point into the NPR, at birth.<\/span> <span class=\"s6\">To this end, t<\/span><span class=\"s6\">he law demands that parents register their new born babies within 30 days of birth.<\/span> <span class=\"s6\">Once a child has a birth certificate, <\/span><span class=\"s6\">that child<\/span><span class=\"s6\"> can be issued with a passport<\/span><span class=\"s6\">,\u00a0<\/span><span class=\"s6\">and <\/span><span class=\"s6\">can <\/span><span class=\"s6\">enjoy <\/span><span class=\"s6\">access <\/span><span class=\"s6\">to <\/span><span class=\"s6\">services <\/span><span class=\"s6\">offered by other<\/span> <span class=\"s6\">government d<\/span><span class=\"s6\">epartments, <\/span><span class=\"s6\">like <\/span><span class=\"s6\">Health\u00a0<\/span><span class=\"s6\">and <\/span><span class=\"s6\">Education<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">Home Affairs in South Africa, <\/span><span class=\"s6\">has <\/span><span class=\"s6\">entered into a Memorandum of Understanding with the <\/span><span class=\"s6\">country\u2019s Health <\/span><span class=\"s6\">Department<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> with <\/span><span class=\"s6\">the<\/span><span class=\"s6\"> sole purpose of ensuring births at health facilities are <\/span><span class=\"s6\">registered.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">To date <\/span><span class=\"s6\">it <\/span><span class=\"s6\">has<\/span><span class=\"s6\"> connected 391 <\/span><span class=\"s6\">h<\/span><span class=\"s6\">ealth <\/span><span class=\"s6\">f<\/span><span class=\"s6\">acilities <\/span><span class=\"s6\">in p<\/span><span class=\"s6\">ublic <\/span><span class=\"s6\">h<\/span><span class=\"s6\">ospitals. <\/span><span class=\"s6\">Mothers who give<\/span><span class=\"s6\"> birth in these<\/span><span class=\"s6\"> facilities can now register their children and receive birth certificate<\/span><span class=\"s6\">s<\/span><span class=\"s6\"> before leaving the facility.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">Home Affairs South Africa <\/span><span class=\"s6\">is currently engaged in a pilot to automate registration of births, marriages and deaths. <\/span><span class=\"s6\">It print<\/span><span class=\"s6\">s names <\/span><span class=\"s6\">of parents in their children\u2019s passports<\/span><span class=\"s6\">, for ease of travel<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">As part of the CRVS objectives<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> in the achievement of Agenda 2030, as outlined in the <\/span><span class=\"s6\">country\u2019s <\/span><span class=\"s6\">National Development Plan, South Africa is expected to be at 90% on birth registration <\/span><span class=\"s6\">by 2030 <\/span><span class=\"s6\">and at 100% in 2063.<\/span> <span class=\"s6\">In the 2018\/2019 financial year, the country\u00a0<\/span><span class=\"s6\">reached <\/span><span class=\"s6\">85.7% on birth registration.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">As with other organisations, the department\u2019s policies and priorities have evolved over the years. <\/span><span class=\"s6\">Systems that were considered to be state of the art during the 1990s <\/span><span class=\"s6\">had <\/span><span class=\"s6\">proved inadequate to meet the ever-changing needs of the department.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">Accordingly, i<\/span><span class=\"s6\">n 2011, Home Affairs <\/span><span class=\"s6\">SA <\/span><span class=\"s6\">initiat<\/span><span class=\"s6\">ed<\/span><span class=\"s6\"> a system-wide modernization programme<\/span><span class=\"s6\">.<\/span><span class=\"s6\">Since then, it has <\/span><span class=\"s6\">made tremendous progress in creating a responsible, credib<\/span><span class=\"s6\">le, digital, paperless <\/span><span class=\"s6\">and reliable identification system, along <\/span><span class=\"s6\">similar <\/span><span class=\"s6\">lines to those now <\/span><span class=\"s6\">agreed<\/span><span class=\"s6\"> by ID4Africa.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">In July 2013, the green ID book, which was manual and paper-based, and thus open to manipulation, was replaced with a new, s<\/span><span class=\"s6\">mart ID <\/span><span class=\"s6\">c<\/span><span class=\"s6\">ard<\/span><span class=\"s6\">, which is <\/span><span class=\"s6\">very<\/span><span class=\"s6\"> secure.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">It has <\/span><span class=\"s6\">a readable and verifiable card<\/span><span class=\"s6\">&#8211;<\/span><span class=\"s6\">chip and <\/span><span class=\"s6\">embedded <\/span><span class=\"s6\">biographic data.<\/span> <span class=\"s6\">More than 13\u00a0million smart ID cards have been issued in the quest to replace about 38 million green-b<\/span><span class=\"s6\">arcoded ID books.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">The smart ID card is an end-to-end process which is wholly automated.<\/span> <span class=\"s6\">It is supported by a live capture system. <\/span><span class=\"s6\">Of the 412 Home Affairs offices in the country, 193 are modernized and can thus process the new smart ID cards and machine readable passports.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">From this experience, we are better p<\/span><span class=\"s6\">laced<\/span><span class=\"s6\"> to argue<\/span><span class=\"s6\"> for the adoption of <\/span><span class=\"s13\">identity ecosystems for service delivery<\/span><span class=\"s6\">, suggested in the conference theme.<\/span> <span class=\"s6\">D<\/span><span class=\"s6\">igital transformation <\/span><span class=\"s6\">has shown great potential to <\/span><span class=\"s6\">open new pathways towards smarter platforms and new ways of <\/span><span class=\"s6\">service <\/span><span class=\"s6\">delivering<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">The department has introduced innovative modes of service delivery.<\/span> <span class=\"s6\">It has <\/span><span class=\"s6\">launch<\/span><span class=\"s6\">ed<\/span> <span class=\"s6\">an electronic platform \u2013 <\/span><span class=\"s6\">eHomeAffairs<\/span><span class=\"s6\"> \u2013 through<\/span><span class=\"s6\"> which citizens <\/span><span class=\"s6\">can now <\/span><span class=\"s6\">apply for <\/span><span class=\"s6\">new <\/span><span class=\"s6\">s<\/span><span class=\"s6\">mart ID <\/span><span class=\"s6\">c<\/span><span class=\"s6\">ards <\/span><span class=\"s6\">and p<\/span><span class=\"s6\">assports<\/span><span class=\"s6\"> online,<\/span><span class=\"s6\"> from the comfort of their homes<\/span><span class=\"s6\"> or offices<\/span><span class=\"s6\">, by simply visiting the website<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">The <\/span><span class=\"s6\">eHomeAffairs portal was made possible by the partnership of Home Affairs with <\/span><span class=\"s6\">four major commercial banks<\/span><span class=\"s6\"> in South Africa \u2013 ABSA, <\/span><span class=\"s6\">First National Bank, <\/span><span class=\"s6\">Nedbank and <\/span><span class=\"s6\">Standard Bank<\/span><span class=\"s6\"> \u2013 <\/span><span class=\"s6\">entered into in <\/span><span class=\"s6\">April 2016 and piloted <\/span><span class=\"s6\">in<\/span><span class=\"s6\"> 13 bank branches <\/span><span class=\"s6\">in Gauteng\u00a0<\/span><span class=\"s6\">and Western Cape<\/span><span class=\"s6\"> Provinces<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">Going-forward, and in line with the goal of building a \u2018future-fit home-affairs\u2019, focus is <\/span><span class=\"s6\">o<\/span><span class=\"s6\">n implementing a single source of information about all clients, with both biographic and biometric technologies<\/span><span class=\"s6\">. <\/span><span class=\"s6\">The new national identity system South Africa seeks to build will serve as a master source for <\/span><span class=\"s6\">c<\/span><span class=\"s6\">ivics and <\/span><span class=\"s6\">i<\/span><span class=\"s6\">mmigration management, with key elements such as the following:<\/span><\/p>\n<ul>\n<li class=\"s14\"><span class=\"s6\">Records of persons throughout their lifespan (from the cradle to the grave),<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">Birth, marriage and death records of residents (citizens, permanent residents, asylum seekers and refugees,<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">All persons entering the country will have their biometrics captured during the visa application process or at the point of entry,<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">Processing and storing of asylum seekers and refugees\u2019 applications,<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">Records of visitors who enter and leave the country, and<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">Records of illegal persons in the <\/span><span class=\"s6\">country (registration of birth and death).<\/span><\/li>\n<\/ul>\n<p class=\"s9\"><span class=\"s6\">T<\/span><span class=\"s6\">he modernisation of South Africa\u2019s Home Affairs<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> when fully and successfully implemented<\/span><span class=\"s6\">,<\/span><span class=\"s6\"> will reengineer and automate most of the key processes of the department and yield a significantly enhanced national identification system<\/span><span class=\"s6\">, and a credible national population r<\/span><span class=\"s6\">egister<\/span><span class=\"s6\">.<\/span> <span class=\"s6\">This modernisation process is underpinned by five key business pillars, namely:<\/span><\/p>\n<ul>\n<li class=\"s14\"><span class=\"s6\">A single view of home affairs clients,<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">Integrity of home affairs data,<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">Secur<\/span><span class=\"s6\">ed<\/span><span class=\"s6\"> borders while embracing visitors,<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">Improve<\/span><span class=\"s6\">d<\/span><span class=\"s6\"> citizen (client) experience, and<\/span><\/li>\n<li class=\"s14\"><span class=\"s6\">A citizen \/ client oriented workforce.<\/span><\/li>\n<\/ul>\n<p class=\"s9\"><span class=\"s6\">We will achieve our goals to the extent that we enhance the interaction <\/span><span class=\"s6\">of <\/span><span class=\"s6\">the state <\/span><span class=\"s6\">with <\/span><span class=\"s6\">its citizens, by being more customer-centric, within a <\/span><span class=\"s6\">secure environment. <\/span><span class=\"s6\">With the advent of the fourth industrial revolution, the ultimate goal<\/span><span class=\"s6\"> is to utilize technology<\/span> <span class=\"s6\">in <\/span><span class=\"s6\">bring<\/span><span class=\"s6\">ing\u00a0<\/span><span class=\"s6\">government <\/span><span class=\"s6\">s<\/span><span class=\"s6\">ervices closer to the people, where they live.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">We look forward to sharing experiences with international agencies, the private sector and other government representatives on the critical areas organized <\/span><span class=\"s6\">as <\/span><span class=\"s6\">thematic tracks <\/span><span class=\"s6\">for the 2019 ID4Africa Annual Meeting, namely: <\/span><span class=\"s6\">foundational identity<\/span><span class=\"s6\">;<\/span><span class=\"s6\"> identity for inclusion<\/span><span class=\"s6\">;\u00a0<\/span><span class=\"s6\">migration and <\/span><span class=\"s6\">borders; identity and democracy and <\/span><span class=\"s6\">advanced technologies and processes<\/span><span class=\"s6\">.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">We note that what is also <\/span><span class=\"s6\">taking center stage this year <\/span><span class=\"s6\">i<\/span><span class=\"s6\">s the complex issue of privacy, data protection <\/span><span class=\"s6\">and appropriate use of identity.<\/span> <span class=\"s6\">This is <\/span><span class=\"s6\">addressed through several activities embedded in the overall programme.<\/span> <span class=\"s6\">T<\/span><span class=\"s6\">he Roundtable of African Data <\/span><span class=\"s6\">Protection Authorities<\/span><span class=\"s6\"> is one example.<\/span> <span class=\"s6\">It <\/span><span class=\"s6\">aim<\/span><span class=\"s6\">s<\/span> <span class=\"s6\">to <\/span><span class=\"s6\">forg<\/span><span class=\"s6\">e<\/span> <span class=\"s6\">a common approach to data protection and privacy as <\/span><span class=\"s6\">they <\/span><span class=\"s6\">relate<\/span><span class=\"s6\"> to identity systems.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">We trust that the<\/span><span class=\"s6\"> ID4Africa <\/span><span class=\"s6\">Movement will continue playing a pivotal role in <\/span><span class=\"s6\">empowering\u00a0<\/span><span class=\"s6\">the identity community in Africa, and <\/span><span class=\"s6\">in <\/span><span class=\"s6\">promoting dialogue and knowledge exchange<\/span><span class=\"s6\">.<\/span> <span class=\"s6\">It is in this way, as Dr Atick<\/span> <span class=\"s6\">had rightly said, that as African countries, we may best deal with a myriad of <\/span><span class=\"s6\">identification problems <\/span><span class=\"s6\">facing us, while <\/span><span class=\"s6\">reinforc<\/span><span class=\"s6\">ing<\/span> <span class=\"s6\">our <\/span><span class=\"s6\">capacit<\/span><span class=\"s6\">ies in this vital area of our work<\/span><span class=\"s6\">. <\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">The 2019 ID4Africa Annual Meeting should <\/span><span class=\"s6\">build on the achievements of the 4<\/span><span class=\"s8\">th<\/span><span class=\"s6\"> Annual Meeting held in the Federal Republic of Nigeria, in April last year, by, among other things, assisting in defining a context for the adoption and deployment of responsible identity systems, including legal frameworks, institutional arrangements, governance, data protection, privacy and human rights.<\/span><\/p>\n<p class=\"s9\"><span class=\"s6\">We<\/span><span class=\"s6\"> thank<\/span><span class=\"s6\"> the leadership of ID4Africa for bringing to South Africa, the 2019 engagement on the advancement of legal and digital
