{"id":31766,"date":"2021-05-03T15:46:43","date_gmt":"2021-05-03T15:46:43","guid":{"rendered":"http:\/\/citizenshiprightsafrica.org\/?p=31766"},"modified":"2021-05-03T15:48:06","modified_gmt":"2021-05-03T15:48:06","slug":"report-on-citizenship-law-sierra-leone","status":"publish","type":"post","link":"https:\/\/citizenshiprightsafrica.org\/en\/report-on-citizenship-law-sierra-leone\/","title":{"rendered":"Report on citizenship law : Sierra Leone"},"content":{"rendered":"<p>By Amadu Wurie Khan<\/p>\n<p><span dir=\"ltr\">Introduction<\/span><\/p>\n<p><span dir=\"ltr\">Sierra Leone<\/span><span dir=\"ltr\">\u2019s history,<\/span><span dir=\"ltr\">like <\/span><span dir=\"ltr\">that of <\/span><span dir=\"ltr\">other colonised African countries<\/span><span dir=\"ltr\">,<\/span><span dir=\"ltr\">has <\/span><span dir=\"ltr\">shape<\/span><span dir=\"ltr\">d <\/span><span dir=\"ltr\">the <\/span><span dir=\"ltr\">country\u2019s <\/span><span dir=\"ltr\">citizenship laws <\/span><span dir=\"ltr\">in particular ways<\/span><span dir=\"ltr\">.<\/span><span dir=\"ltr\">The <\/span><span dir=\"ltr\">t<\/span><span dir=\"ltr\">ransatlantic slave trade, inward <\/span><span dir=\"ltr\">migration by African<\/span><span dir=\"ltr\">s <\/span><span dir=\"ltr\">and non<\/span><span dir=\"ltr\">&#8211;<\/span><span dir=\"ltr\">Africans, <\/span><span dir=\"ltr\">and the <\/span><span dir=\"ltr\">fight for self<\/span><span dir=\"ltr\">&#8211;<\/span><span dir=\"ltr\">rule and decolonisation predicated on <\/span><span dir=\"ltr\">a <\/span><span dir=\"ltr\">pan<\/span><span dir=\"ltr\">&#8211;<\/span><span dir=\"ltr\">African <\/span><span dir=\"ltr\">nationalist ideology <\/span><span dir=\"ltr\">are constitutive of these <\/span><span dir=\"ltr\">experiences<\/span><span dir=\"ltr\">. <\/span><span dir=\"ltr\">Sierra <\/span><span dir=\"ltr\">Leone\u2019s internecine <\/span><span dir=\"ltr\">war <\/span><span dir=\"ltr\">during the 1990s <\/span><span dir=\"ltr\">and the post<\/span><span dir=\"ltr\">&#8211;<\/span><span dir=\"ltr\">war <\/span><span dir=\"ltr\">efforts at <\/span><span dir=\"ltr\">reset<\/span><span dir=\"ltr\">tlement, reconciliation and development <\/span><span dir=\"ltr\">continue to form the backdrop of <\/span><span dir=\"ltr\">current debates<\/span><span dir=\"ltr\">. <\/span><span dir=\"ltr\">M<\/span><span dir=\"ltr\">embership of international institutions such <\/span><span dir=\"ltr\">as ECOWAS, <\/span><span dir=\"ltr\">t<\/span><span dir=\"ltr\">he UN and the African Union <\/span><span dir=\"ltr\">also <\/span><span dir=\"ltr\">continue to <\/span><span dir=\"ltr\">influence its citizenship regime. <\/span><span dir=\"ltr\">Consequently, Sierra Leone\u2019s <\/span><span dir=\"ltr\">current citizenship laws<\/span><span dir=\"ltr\">, which <\/span><span dir=\"ltr\">share<\/span><span dir=\"ltr\">d <\/span><span dir=\"ltr\">a lot of commonalities <\/span><span dir=\"ltr\">at <\/span><span dir=\"ltr\">independence, have gradually <\/span><span dir=\"ltr\">diverge<\/span><span dir=\"ltr\">d from <\/span><span dir=\"ltr\">other <\/span><span dir=\"ltr\">Anglophone colonial territories of West <\/span><span dir=\"ltr\">Africa <\/span><span dir=\"ltr\">\u2013<\/span><span dir=\"ltr\">Nigeria, G<\/span><span dir=\"ltr\">hana (formerly the G<\/span><span dir=\"ltr\">old Coast<\/span><span dir=\"ltr\">)<\/span><span dir=\"ltr\">, and <\/span><span dir=\"ltr\">t<\/span><span dir=\"ltr\">he Gambia. <\/span><\/p>\n<p><span dir=\"ltr\">This analysis <\/span><span dir=\"ltr\">explore<\/span><span dir=\"ltr\">s <\/span><span dir=\"ltr\">the continuities <\/span><span dir=\"ltr\">and divergencies of Sierra Leone\u2019s citizenship <\/span><span dir=\"ltr\">regime compar<\/span><span dir=\"ltr\">ative <\/span><span dir=\"ltr\">to other African countries. It highlights <\/span><span dir=\"ltr\">the dynamics of <\/span><span dir=\"ltr\">rac<\/span><span dir=\"ltr\">e <\/span><span dir=\"ltr\">and <\/span><span dir=\"ltr\">ethnic<\/span><span dir=\"ltr\">ity<\/span><span dir=\"ltr\">, <\/span><span dir=\"ltr\">entrepreneurial <\/span><span dir=\"ltr\">and forced migration, <\/span><span dir=\"ltr\">gender<\/span><span dir=\"ltr\">, post<\/span><span dir=\"ltr\">&#8211;<\/span><span dir=\"ltr\">civil war reconciliation and <\/span><span dir=\"ltr\">development, <\/span><span dir=\"ltr\">a<\/span><span dir=\"ltr\">nd <\/span><span dir=\"ltr\">international laws in <\/span><span dir=\"ltr\">shaping modes of citizenship: <\/span><span dir=\"ltr\">i<\/span><span dir=\"ltr\">us sanguinis<\/span><span dir=\"ltr\">, <\/span><span dir=\"ltr\">i<\/span><span dir=\"ltr\">us soli<\/span><span dir=\"ltr\">, <\/span><span dir=\"ltr\">i<\/span><span dir=\"ltr\">us domicil<\/span><span dir=\"ltr\">i<\/span><span dir=\"ltr\">, <\/span><span dir=\"ltr\">i<\/span><span dir=\"ltr\">us <\/span><span dir=\"ltr\">matrimonii<\/span><span dir=\"ltr\">, and dual citizenship. <\/span><span dir=\"ltr\">T<\/span><span dir=\"ltr\">he analysis <\/span><span dir=\"ltr\">also <\/span><span dir=\"ltr\">considers <\/span><span dir=\"ltr\">how <\/span><span dir=\"ltr\">citizenship modes <\/span><span dir=\"ltr\">of <\/span><span dir=\"ltr\">acquisition <\/span><span dir=\"ltr\">and <\/span><span dir=\"ltr\">loss<\/span><span dir=\"ltr\">, which were once modelled along th<\/span><span dir=\"ltr\">e British colonial power <\/span><span dir=\"ltr\">at the time of <\/span><span dir=\"ltr\">independence, have evolved <\/span><span dir=\"ltr\">over time.<\/span><\/p>\n<p>Download : <a href=\"https:\/\/cadmus.eui.eu\/handle\/1814\/71023\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/cadmus.eui.eu\/handle\/1814\/71023<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"By Amadu Wurie Khan Introduction Sierra Leone\u2019s history,like that of other colonised African countries,has shaped the country\u2019s citizenship laws in particular ways.The transatlantic slave trade, inward migration by Africans and non&#8211;Africans, and the fight for self&#8211;rule and decolonisation predicated on a pan&#8211;African nationalist ideology are constitutive of these experiences.
