In doing so, we reviewed relevant literature, laws and policies, grey literature, primary and secondary accounts, and other materials on inclusive\/exclusive uses of IDs in the respective countries. The Consultant identified Cote D\u2019Ivoire, Ghana and Nigeria for purposes of the study. The countries have been selected to represent the diversity of legal systems and governance structures within West Africa.<\/p>\n<p>For each country, we have discussed two critical identity credentials\/documents: the national identification card (or the national identification number in some cases) and the national health insurance card. The two cards are chosen to represent the foundational and functional identification systems in the three countries, and also reflect the peculiar dimensions and implications for inclusivity.<\/p>\n<p><span id=\"page52R_mcid6\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Overall, we find that in terms of laws and policies related to IDs, governments in the three<\/span> <span dir=\"ltr\" role=\"presentation\">(3)<\/span> <span dir=\"ltr\" role=\"presentation\">countries generally have a pro<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">inclusivity disposition. Yet, there are also policies and laws<\/span> <span dir=\"ltr\" role=\"presentation\">in the<\/span> <span dir=\"ltr\" role=\"presentation\">countries that undermine ID inclus<\/span><span dir=\"ltr\" role=\"presentation\">ivity<\/span> <span dir=\"ltr\" role=\"presentation\">and intend promote exclusivity<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span> <span dir=\"ltr\" role=\"presentation\">These <\/span><span dir=\"ltr\" role=\"presentation\">exclusionary<\/span> <span dir=\"ltr\" role=\"presentation\">factors<\/span> <span dir=\"ltr\" role=\"presentation\">of the six<\/span> <span dir=\"ltr\" role=\"presentation\">(6)<\/span> <span dir=\"ltr\" role=\"presentation\">ID<\/span><span dir=\"ltr\" role=\"presentation\">s<\/span> <span dir=\"ltr\" role=\"presentation\">studied here are often heightened by administrative impediments to access.
