Kenya<\/span><\/span> recognized 7,000 Pemba individuals as<\/span><\/span> citizens, granting them official documents. This<\/span><\/span> ensures their rights and access to public services<\/span><\/span> and opportunities. In<\/span><\/span> Malawi,<\/span><\/span> the Ministry of Home Affairs, officially<\/span><\/span> adopted<\/span> a<\/span> National<\/span> Action<\/span> Plan<\/span> (NAP)<\/span> on<\/span> the<\/span><\/span> eradication of statelessness. UNHCR has\u00a0 supported<\/span><\/span> the development of the Action Plan. The meeting<\/span><\/span> was<\/span> attended<\/span> by<\/span> relevant<\/span> stakeholders<\/span> including<\/span><\/span> government,<\/span> constitutional<\/span> bodies,<\/span> professional<\/span><\/span> institutions, and religious groups. The NAP outlines<\/span><\/span> the<\/span> roadmap<\/span> for<\/span> the<\/span> implementation<\/span> of<\/span> actions<\/span><\/span> 2,3,4,7,8,9 and 10 of the Global Action Plan to End <\/span><\/span>Statelessness.<\/span><\/span><\/p>\n UNHCR and and the Directorate of Civil Registry<\/span><\/span> and Archives (DECA) in<\/span><\/span> Cote D\u2019Ivoire<\/span><\/span> organized a<\/span><\/span> workshop from 5 to 7 July to draft a National Law<\/span><\/span> on statelessness procedures, protection of stateless<\/span><\/span> persons, and on facilitation of naturalization.<\/span><\/span> Attended by relevant ministries and UNHCR,<\/span><\/span> and inspired by the<\/span><\/span> Regional model law on<\/span><\/span> statelessness determination<\/span><\/span>,<\/span><\/span> the draft law aligns<\/span><\/span> with the 1954 Statelessness Convention, providing<\/span><\/span> expanded statelessness definition, comprehensive<\/span><\/span> rights for stateless persons, and a streamlined<\/span><\/span> naturalization process. The workshop concluded<\/span><\/span> with technical approval, and the next steps include<\/span><\/span> submission to the Council of Ministers and adoption<\/span><\/span> by Parliament.<\/span><\/span><\/span><\/p>\n In<\/span><\/span> Mali<\/span><\/span>, the Ministry of Justice and Human Rights,<\/span><\/span> with UNHCR\u2019s support, conducted a workshop on<\/span><\/span> <\/span>drafting the Law relating to the status of stateless<\/span><\/span> persons. The workshop was held in Bamako from<\/span><\/span> 28 August to 1 September and aligned with Mali\u2019s<\/span><\/span> commitment at the 2019 High-Level Segment<\/span><\/span> on Statelessness. Attended by experts from the<\/span><\/span> National Directorate of Legal Affairs and the Seal,<\/span><\/span> the National Human Rights Commission and UNHCR,<\/span><\/span> the workshop produced a draft law compliant with<\/span><\/span> the 1954 Statelessness Convention. The draft law<\/span><\/span> contains important provisions on establishing a<\/span><\/span> statelessness determination procedure, rights for<\/span><\/span> stateless persons, and a simplified naturalization<\/span><\/span> procedure. The draft Law is set for validation by the<\/span><\/span> Inter-ministerial Committee to combat statelessness,<\/span><\/span> followed by consideration for adoption by the <\/span><\/span>National Council of the Transition.<\/span><\/span><\/p>\n In<\/span><\/span> Tanzania<\/span><\/span>, the Government of the United Republic<\/span><\/span> of Tanzania naturalized 3, 319 long term migrants at<\/span><\/span> risk of statelessness on 5 September. The handover<\/span><\/span> of the naturalization certificates ceremony was<\/span><\/span> led by His Excellency Dr. Hussein Ally Mwinyi, the<\/span><\/span> President of the Revolutionary Government of<\/span><\/span> Zanzibar. The naturalization fees for the whole group<\/span><\/span> were waived by the Government.<\/span><\/span> <\/span><\/p>\n With support from UNHCR, the Government of<\/span><\/span> Burkina Faso<\/span><\/span> facilitated the issuance of 20,706<\/span><\/span> birth certificates. The drive took place between July<\/span><\/span> and September and benefitted 11,101 women and<\/span><\/span> 9,605 men in nine displacement and crisis-affected<\/span><\/span> regions. Additionally, 8,817 national identity cards <\/span><\/span>were provided. In addition, in Boucle du Mouhoun Centre-Est, Est, Sud-Ouest, Centre-Nord and Nord<\/span> regions, 8817 national identity cards have been<\/span> issued to 6,260 women and 2,557 men. In the same<\/span> regions, 704 nationality certificates were issued.<\/span> These efforts effectively prevent statelessness, offer<\/span> protection, and enhance access to services.<\/span> In<\/span><\/span> Somalia<\/span><\/span>,<\/span><\/span> in line with Priority 5 (accede to the UN<\/span><\/span> Statelessness Conventions) of the National Action<\/span><\/span> Plan to end statelessness, on 17 and 30 August, the<\/span><\/span> Ministry of Interior, Federal Affairs and Reconciliation<\/span><\/span> of Somalia (MOIFAR) facilitated two workshops on<\/span><\/span> the domestication of Statelessness Conventions.<\/span><\/span> The workshops were attended by representatives<\/span><\/span> from the Ministry of Foreign Affairs, Ministry<\/span><\/span> of Justice, Immigration, Office of the Attorney<\/span><\/span> General, and Academic Institutions including<\/span><\/span> Somali National University, Banadir University, and<\/span><\/span> Simad University. The workshops concluded with<\/span><\/span> a call to action for the government to take steps to<\/span><\/span> domesticate the 1954 Convention and translate it<\/span><\/span> UNHCR intensified advocacy in July for<\/span><\/span> Sao Tome<\/span><\/span> and Principe\u2019<\/span><\/span>s ratification of the 1954 and 1961<\/span><\/span> Statelessness Conventions. UNHCR\u00a0 provided<\/span><\/span> technical support to the Government, sharing key<\/span><\/span> documents with the Ministry of Foreign Affairs,<\/span><\/span> Cooperation and Communities to emphasize the<\/span><\/span> benefits of ratifying both Conventions. UNHCR<\/span><\/span> has also worked with the Resident Coordinator in<\/span><\/span> Sao Tome and Principe for further advocacy.
