1.\u2014(1) In accordance with the provisions of section 27(1)(l) of the Act, the use of the National Identification Number (NIN) shall be mandatory for the following additional transactions\u2014 (2) It shall be mandatory for government agencies listed in the First Schedule to these Regulations which offer services listed in sub-regulation (1) of this regulation to\u2014<\/p>\n (a) require any person transacting with them to produce his NIN ; and
\n(a) registration for and provision and use of hospitality services ;
\n(b) registration and licensing for and use of health or medical services ;
\n(c) application for the adoption of an infant, child or person under applicable laws ;
\n(d) purchase and registration of Aircrafts, Ships, Boats, Motor Vehicles and Motor Cycles ;
\n(e) change of ownership of aircrafts, ships, boats, motor vehicles and motor cycles ;
\n(f) registration and use of aviation services by airline operators and customers ;
\n(g) purchase of travel tickets or tokens for air, rail, road and water transportation ;
\n(h) boarding of aircrafts, trains, commercial vehicles, ships and boats ;
\n(i) registration for and purchase of insurance policies ;
\n(j) acquisition, sale or transfer or transmission of shares or equities and other financial instruments ;
\n(k) registration and licensing of cybercaf\u00e9 operators ;
\n(l) verification of users of cybercaf\u00e9 services ;
\n(m) recruitments for temporary and permanent employment ;
\n(n) enrolment or registration for internal and external examinations with educational and examination boards ;
\n(o) enrolment into primary, secondary and tertiary schools and continuous professional studies in Nigeria ;
\n(p) registration and eligibility for bursary and other social benefits ;
\n(q) registration and membership of professional bodies ;
\n(r) eligibility and documentation for provision of welfare services by government agencies and other non-governmental institutions ;
\n(<\/span>s<\/span>) registration of companies, sole proprietorships, partnerships and non-<\/span>profit organizations and other post-incorporation documentation with the<\/span> Corporate Affairs Commission ;<\/span>
(<\/span>t<\/span>) documentation of arrested and convicted persons ;<\/span>
(<\/span>u<\/span>) filing and registration of criminal and civil actions in courts or other <\/span>arbitration processes ;<\/span>
(<\/span>v<\/span>) payment of emoluments ;<\/span>
(<\/span>w<\/span>) import and export of products, commodities or goods ;<\/span>
(<\/span>x<\/span>) purchase and registration of telephone SIM Card and other <\/span>communication devices ;<\/span>
(<\/span>y<\/span>) licensing of telecommunication vendors ;<\/span>
(<\/span>z<\/span>) licensing and registration of clearing and forwarding agents ;<\/span>
(<\/span>aa<\/span>) identification and registration of refugees and internally displaced <\/span>persons ;<\/span>
(<\/span>bb<\/span>) issuance of birth certificates ;<\/span>
(<\/span>cc<\/span>) provision of consular services ;<\/span>
(<\/span>dd<\/span>) issuance of driver\u2019s license ;<\/span>
(<\/span>ee<\/span>) registration for pilgrims or provision of pilgrims services ;<\/span>
(<\/span>ff<\/span>) registration or documentation of pensioners ;<\/span>
(<\/span>gg<\/span>) registration for the issuance of travelling documents ;<\/span>
(<\/span>hh<\/span>) registration of voters ;<\/span>
(<\/span>ii<\/span>) tax identification ;<\/span>
(<\/span>jj<\/span>) operating a bank account ;<\/span>
(<\/span>kk<\/span>) cashing in on financial instruments ;<\/span>
(<\/span>ll<\/span>) purchase and sale of foreign currency in banks and bureau de change ;<\/span>
(<\/span>mm<\/span>) documentation for loans ;<\/span>
(<\/span>nn<\/span>) registration and licensing of security companies ;<\/span>
(<\/span>oo<\/span>) executing any contract or business agreement ;<\/span>
(<\/span>pp<\/span>) tenancy agreements ;<\/span>
(<\/span>qq<\/span>) obtaining and processing of probate documents ;<\/span>
(<\/span>rr<\/span>) all transactions involving the acquisition, use or transfer of parcel of <\/span>land or landed properties ;<\/span>
(<\/span>ss<\/span>) any transaction, contract or agreement for a valuable consideration<\/span> and for the transfer of any interest, tangible or intangible ; and<\/span>
(<\/span>tt<\/span>) application for or biding for any Local, State or Federal Government<\/span> jobs or contracts or accessing any benefits from any intervention programme<\/span> whether via a created portal or manual application.<\/span><\/p>\n
\n(b) verify and authenticate the person or NIN so provided in the National Identity Database using the following means of verification or authentication\u2014
\n(i) real time online verification from the NIMC Verification Service Platform,
\n(ii) Card Acceptance Device (CAD),
\n(iii) Card Reading Device, or
\n(iv) a combination of the means stated in this paragraph.<\/p>\n
