{"id":40757,"date":"2024-06-19T17:03:01","date_gmt":"2024-06-19T17:03:01","guid":{"rendered":"http:\/\/citizenshiprightsafrica.org\/?p=40757"},"modified":"2024-06-24T17:06:01","modified_gmt":"2024-06-24T17:06:01","slug":"controversy-trails-big-money-biometric-id-card-contract-in-dr-congo","status":"publish","type":"post","link":"https:\/\/citizenshiprightsafrica.org\/en\/controversy-trails-big-money-biometric-id-card-contract-in-dr-congo\/","title":{"rendered":"Controversy trails big money biometric ID card contract in DR Congo"},"content":{"rendered":"<p>By Ayang Macdonald<\/p>\n<p>A mega money contract for the production of biometric national ID cards in the Democratic Republic of Congo (DR Congo) is facing the risk of being revoked following allegations of irregularities.<\/p>\n<p>The contract, worth $697 million, is reportedly under probe by the country\u2019s Inspectorate General of Finance (IDF) and it looks like authorities want it cancelled, according to a <a href=\"https:\/\/www.africaintelligence.com\/central-africa\/2024\/06\/17\/identity-card-contract-worth-nearly-dollars700m-sparks-turmoil-at-top-of-government%2C110248318-art?cxt=PUB&amp;utm_source=AIA&amp;utm_medium=email&amp;utm_campaign=AUTO_EDIT_SOM_PROS&amp;did=108181171\" target=\"_blank\" rel=\"noopener\">report<\/a> by Africa Intelligence.<\/p>\n<p>There had been a <a href=\"https:\/\/www.biometricupdate.com\/202302\/thales-idemia-veridos-reportedly-jostle-for-mega-biometric-id-card-contract-in-dr-congo\">jostle for the contract<\/a> by some major names in the identity solutions industry before it was <a href=\"https:\/\/www.biometricupdate.com\/202307\/national-id-cards-launched-in-drc-remain-uncollected-in-ghana\">finally awarded<\/a>.<\/p>\n<p>Awarded to a consortium made up of local firm Afritech and reportedly French identity giant <a href=\"https:\/\/www.biometricupdate.com\/companies\/idemia\">Idemia<\/a>, the ID card contract has since come under the spyglass, and there are indications the deal which was sealed under a Public-Private Partnership (PPP) arrangement may be renegotiated.<\/p>\n<p>The publication alludes to a letter dated June 12 sent by the Unit\u00e9 de Conseil &amp; de Coordination du Partenariat Public Priv\u00e9 (UC-PPP) \u2013 the government body overseeing PPP projects \u2013 to the Office Nationale de l\u2019Identification de la Population\u00a0(ONIP) \u2013 the government agency in charge of the ID contract.<\/p>\n<p>Per Africa Intelligence, the head of the UC-PPP in the letter reminds his counterpart of ONIP of the irregularities that the IGF has reportedly spotted in the award of the ID cards contract.
