{"id":42908,"date":"2026-02-14T14:30:23","date_gmt":"2026-02-14T12:30:23","guid":{"rendered":"https:\/\/citizenshiprightsafrica.org\/?p=42908"},"modified":"2026-02-15T14:33:44","modified_gmt":"2026-02-15T12:33:44","slug":"digital-nomads-africa-enters-the-golden-passport-market-as-the-world-tightens-rules","status":"publish","type":"post","link":"https:\/\/citizenshiprightsafrica.org\/en\/digital-nomads-africa-enters-the-golden-passport-market-as-the-world-tightens-rules\/","title":{"rendered":"Digital Nomads: Africa enters the golden passport market as the world tightens rules"},"content":{"rendered":"<p>By Emmanuel Nwosu<\/p>\n<p>On the storm-scarred hillside of Roseau Valley, Dominica, the tiny Caribbean island nation, a passport is <a href=\"https:\/\/citizenshipbyinvestment.news\/index.php\/2019\/01\/29\/dominica-cbi-to-fund-geothermal-energy-project-providing-clean-energy-for-90-of-population\/\">funding a geothermal plant<\/a> for clean energy.<\/p>\n<p>In Basseterre, St. Kitts, it once <a href=\"https:\/\/www.sknis.gov.kn\/2024\/10\/17\/state-of-the-citizenship-by-investment-programme-speech-by-prime-minister-hon-dr-terrance-drew\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">funded 60\u201370% of government revenue<\/a>.<\/p>\n<p>In Valletta, Malta, it helped topple a prime minister: Joseph Muscat <a href=\"https:\/\/www.bbc.com\/news\/world-europe-50622652\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">resigned in December 2019<\/a> amid revelations linked to the murder of Daphne Caruana Galizia, an investigative journalist killed while probing golden passport corruption.<\/p>\n<p>In S\u00e3o Tom\u00e9, <a href=\"https:\/\/www.imidaily.com\/intelligence\/sao-tome-citizenship-program-garners-98-applications-in-first-4-5-months\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">fewer than 100 applications<\/a> in four months have already sparked a new African frontier in the global market for citizenship.<\/p>\n<p>This is the \u201cbusiness of belonging.\u201d<\/p>\n<p>The global citizenship-by-investment (CBI) industry, per MarketIntelo, a research firm, was <a href=\"https:\/\/marketintelo.com\/report\/citizenship-by-investment-market\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">valued at $5.2 billion<\/a> in 2024,\u00a0 with analysts projecting it to hit $12.8 billion by 2033. While the data is scant, <a href=\"https:\/\/www.imidaily.com\/editors-picks\/investment-migration-market-would-reach-us100bn-in-revenue-by-2025-if-23-cagr-trend-persists\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">conservative estimates<\/a> suggest that globally, at least 10,000 people apply yearly for second citizenships through Investment.<\/p>\n<p>The investment migration industry is now a multi\u2011billion\u2011dollar business, with global programmes collectively <a href=\"https:\/\/cbiindex.com\/investment-migration\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">raising over $20 billion<\/a> as of 2022, and fuelling large volumes of real estate investment for sovereign countries.<\/p>\n<p>[&#8230;]<\/p>\n<h2 class=\"wp-block-heading\"><strong>Africa enters a closing market<\/strong><\/h2>\n<p>Now, Africa is entering the investment migration industry at precisely this inflection point.<\/p>\n<p>Egypt <a href=\"https:\/\/english.ahram.org.eg\/News\/357477.aspx\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">became the continent\u2019s first formal citizenship-by-investment jurisdiction<\/a> in 2019, requiring foreign investors to make a minimum $250,000 donation. Its passport <a href=\"https:\/\/www.passportindex.org\/passport\/egypt\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">offers 18 visa-free destinations<\/a> and allows e-visa travel to about 41 other countries globally\u2014far fewer than most Caribbean countries\u2014but carries a strategic advantage: Egyptian citizens are eligible for the <a href=\"https:\/\/www.uscis.gov\/working-in-the-united-states\/temporary-workers\/e-2-treaty-investors\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">US E-2 Treaty Investor visa<\/a>, a route to American residency through a qualifying business investment.<\/p>\n<p>S\u00e3o Tom\u00e9 and Pr\u00edncipe launched its programme in August 2025 at $90,000, among the lowest globally. In its first four and a half months, it <a href=\"https:\/\/www.imidaily.com\/intelligence\/sao-tome-citizenship-program-garners-98-applications-in-first-4-5-months\/\">received 98 applications<\/a> from 27 nationalities: Russians (22), Chinese (17), Germans (15), Indians (5), and Nigerians (4). The first passports were issued in January 2026.<\/p>\n<p>Sierra Leone <a href=\"https:\/\/www.imidaily.com\/wp-content\/uploads\/2025\/11\/IMI-DAILY-GO-FOR-GOLD-UPDATE-November-1-2025-1-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">introduced a $140,000 fast-track scheme<\/a> in January 2025. And Botswana is <a href=\"https:\/\/www.ft.com\/content\/b0edfbd4-063c-4bf6-bbce-0afa783c7972\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">preparing an impact investment programme<\/a> priced between $75,000 and $90,000, potentially among the world\u2019s cheapest.<\/p>\n<p>Nigeria is watching too.
