DOI: 10.4000\/books.iremam.3575.<\/p>\n<p class=\"resume\">Abstrait:<\/p>\n<p class=\"resume\">Ce papier compare l\u2019\u00e9volution du droit affectant la plurinationalit\u00e9 dans les quatre pays maghr\u00e9bins (Alg\u00e9rie, Maroc, Tunisie, Mauritanie) qui ont connu \u00e0 cet \u00e9gard des changements significatifs au cours des dix derni\u00e8res ann\u00e9es. En d\u00e9pit d\u2019une hostilit\u00e9 naturelle vis-\u00e0-vis des binationaux, resurgie notamment lors de la r\u00e9forme de la Constitution alg\u00e9rienne en 2016, les r\u00e9formes ont, dans l\u2019ensemble, amen\u00e9 \u00e0 d\u00e9velopper la double nationalit\u00e9 et \u00e0 faciliter la vie des binationaux. La premi\u00e8re \u00e9volution marquante r\u00e9sulte de l\u2019\u00e9rosion du principe associant la famille \u00e0 une nationalit\u00e9 unique. D\u00e9j\u00e0 entam\u00e9 de diverses br\u00e8ches depuis les ind\u00e9pendances, ce principe a re\u00e7u le coup de gr\u00e2ce avec la vague de r\u00e9formes des ann\u00e9es 2000 qui, \u00e0 l\u2019exception de la r\u00e9forme mauritanienne, avait pour impulsion et pour objet l\u2019am\u00e9lioration des droits des femmes. Cette petite r\u00e9volution, associ\u00e9e \u00e0 d\u2019autres &#8211; telles que les r\u00e9formes constitutionnelles marocaine et tunisienne \u2013 annonce un d\u00e9veloppement quantitatif et qualitatif de la binationalit\u00e9 dans l\u2019espace euro-maghr\u00e9bin. Le droit traduit par ailleurs la m\u00e9fiance des \u00c9tats maghr\u00e9bins vis-\u00e0-vis d\u2019une mixit\u00e9 qu\u2019ils craignent de ne pas ma\u00eetriser, en limitant l\u2019implication politique et sociale de ressortissants dont la double appartenance s\u2019apparente alors \u00e0 une sous-citoyennet\u00e9, alors m\u00eame que la plurinationalit\u00e9 en tant que telle est d\u00e9sormais bien ancr\u00e9e dans les l\u00e9gislations.<\/p>\n<p class=\"resume\">Abstract:<\/p>\n<p class=\"resume\">T<span lang=\"en\" xml:lang=\"en\">he paper compares the evolution of law affecting pluri-nationality in the four Maghrebian countries (Algeria, Morocco, Tunisia, Mauritania), which have experienced significant changes to this regard in the last decade. Despite a natural hostility towards binationals, which notably re-emerged during the revision of the Algerian Constitution in 2016, the reforms have generally lead to developing dual nationality and facilitating binationals\u2019 lives. The first substantial evolution has resulted from the erosion of the principle associating family to a single nationality. Already impinged since independence, this principle has come to an end with the 2000s wave of reforms, which had for impetus and object the improvement of women\u2019s rights. This little revolution, associated to others \u2013 such as the revision of the Moroccan and the Tunisian Constitutions \u2013 favours a quantitative and qualitative development of dual nationality in the Euro-Maghrebian area.
