The prospect of digital transformation in these sectors stokes optimism in emerging economies and receives ample support from influential international development and foreign aid institutions like the <a href=\"https:\/\/www.iadb.org\/en\/news\/brazil-boost-digital-transformation-idb-support\">Inter-American Development Bank<\/a>, the <a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/africa\">European Union<\/a>, and the <a href=\"https:\/\/id4d.worldbank.org\/\">World Bank<\/a>.<\/p>\n<p>In the case of digital identification systems (digital ID), the 2030 Sustainable Development Goals, specifically <a href=\"https:\/\/unstats.un.org\/sdgs\/metadata\/?Text=&amp;Goal=16&amp;Target=16.9\">Target 16.9<\/a> which obliges governments to \u201cprovide legal identity for all,\u201d unleashed a tidal wave of global investment (from wealthy economies). Those investments are tied to the untested assumption that there is a rough equivalence between a <em>digital<\/em> ID, and <em>legal<\/em> identity, which is anchored in the <a href=\"https:\/\/www.ohchr.org\/en\/professionalinterest\/pages\/ccpr.aspx\">human right<\/a> to recognition as a person before the law. The actual integration of human rights and development <a href=\"https:\/\/www.accessnow.org\/civil-society-call-for-human-rights-in-digital-identification-systems\/\">languishes far behind<\/a> the implementation of these technologies, but further investment in understanding and mitigating the human rights implications of this massive digital ID industry couldn\u2019t be more urgent.<\/p>\n<p>Most digital ID systems utilize biometric identifiers like fingerprints or facial images as a means of matching records (an anti-fraud mechanism that is <a href=\"https:\/\/www.business-standard.com\/article\/economy-policy\/fixing-bugs-of-aadhaar-putting-a-finger-on-the-biometric-problem-118011501030_1.html\">far from foolproof<\/a>). In most cases, new e-ID technologies are also layered on top of existing identification systems of all shapes and sizes, without meaningful public engagement or regulatory reform. All over the world, as systems roll-out in rapid succession, a growing body of evidence suggest that the people already struggling with <a href=\"https:\/\/medium.com\/@AINowInstitute\/suspect-development-systems-8d4f6d897892\">structural disadvantage<\/a> under these regimes end up suffering <a href=\"https:\/\/www.economist.com\/asia\/2021\/10\/16\/indias-high-tech-governance-risks-leaving-behind-its-poorest-citizens\">compound harm<\/a> in a digital transformation.
