This important step follows year-long advocacy\u00a0 from a group of Members of Parliament, affected communities, UNHCR and civil society, as well as a 2020 public petition calling on the\u00a0 government to recognize the Pemba as Kenyan. UNHCR will provide technical and operational support to the government and other\u00a0 stakeholders to ensure that this announcement is translated into effective access to Kenyan citizenship and the issuance of nationality\u00a0 documentation to the Pemba community. To operationalize the presidential decision to naturalize the Pemba people, UNHCR and its partner\u00a0 organization the Haki Centre are supporting the Pemba people in creating a community self-register to map their family trees in\u00a0 order to prove their\u00a0 claim to Kenyan nationality. To finalize the self-register, UNHCR provided a training on the Citizen Generated Data framework to staff from the Haki Centre, paralegals from the Pemba community, and community representatives.<\/p>\n<p><strong><span id=\"page5R_mcid103\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Action 2: Ensure that no child is born stateless<\/span><\/span><\/strong><\/p>\n<p>A number of States in West and Central Africa made steps towards establishing a statelessness determination procedure in the fourth quarter of 2022. On 24 October, the National Assembly of Benin adopted a law on the status of refugees and stateless persons which\u00a0 regulates the protection of stateless persons and provides for the creation of <span id=\"page5R_mcid150\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">a national body in charge of the to-be-established <\/span><\/span><span id=\"page5R_mcid151\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">statelessness determination\u00a0 procedure. The next<\/span><\/span><span id=\"page5R_mcid152\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">step will be publication of the law in the Official<\/span><\/span><span id=\"page5R_mcid153\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Gazette and adoption of the implementing decree.<\/span><\/span><span id=\"page5R_mcid154\" class=\"markedContent\"> <\/span><\/p>\n<p><span id=\"page5R_mcid154\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">On 26 October, the\u00a0 Ministry of Justice of<\/span><\/span><span id=\"page5R_mcid155\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Niger<\/span><\/span><span id=\"page5R_mcid156\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">, with<\/span><\/span><span id=\"page5R_mcid157\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the support from UNHCR, organized a workshop<\/span><\/span><span id=\"page5R_mcid158\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">to discuss and validate a consultancy report on<\/span><\/span><span id=\"page5R_mcid159\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">an asylum\u00a0 reform and the establishment of a<\/span><\/span><span id=\"page5R_mcid160\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">statelessness determination procedure.<\/span><\/span><span id=\"page5R_mcid161\" class=\"markedContent\"> <\/span><\/p>\n<p><span id=\"page5R_mcid161\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The Governments of<\/span><\/span><span id=\"page5R_mcid162\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Burkina Faso<\/span><\/span><span id=\"page5R_mcid163\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">and<\/span><\/span><span id=\"page5R_mcid164\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Guinea<\/span><\/span><span id=\"page5R_mcid165\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">held <\/span><\/span><span id=\"page5R_mcid166\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">workshops with experts to review and validate draft<\/span><\/span><span id=\"page5R_mcid167\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">legislation on the establishment of\u00a0 statelessness<\/span><\/span><span id=\"page5R_mcid168\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">determination procedures. The draft legislation will<\/span><\/span><span id=\"page5R_mcid169\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">next be submitted for adoption in both countries.<\/span><\/span><span id=\"page5R_mcid170\" class=\"markedContent\"> <\/span><\/p>\n<p><span id=\"page5R_mcid170\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The National Commission for Refugees, Migrants<\/span><\/span><span id=\"page5R_mcid171\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">and Internally Displaced Persons (NCFRMI) of<\/span><\/span><span id=\"page5R_mcid172\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Nigeria<\/span><\/span><span id=\"page5R_mcid173\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">held a three-day<\/span><\/span><span id=\"page5R_mcid174\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">meeting<\/span><\/span><span id=\"page5R_mcid175\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">to review\u00a0 the draft<\/span><\/span><span id=\"page5R_mcid176\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">standard operating procedures on the statelessness<\/span><\/span><span id=\"page5R_mcid177\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">determination procedure. The meeting was attended<\/span><\/span><span id=\"page5R_mcid178\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">by representatives from\u00a0 relevant government<\/span><\/span><span id=\"page5R_mcid179\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">agencies, UN agencies and NGOs and resulted in a<\/span><\/span><span id=\"page5R_mcid180\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">communique from various stakeholders calling on<\/span><\/span><span id=\"page5R_mcid181\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the NCFRMI to\u00a0 promptly establish a statelessness<\/span><\/span><span id=\"page5R_mcid182\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">determination procedure.<\/span><\/span><\/p>\n<p><strong><span id=\"page5R_mcid193\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Action 7: Ensure birth registration for the <\/span><\/span><span id=\"page5R_mcid194\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">prevention of statelessness<\/span><\/span><\/strong><\/p>\n<p>From 14 to 18 November, in Kenya, UNHCR\u2019s partner organization Haki Centre and the Civil Registration Services conducted a five-day\u00a0 mobile birth registration exercise in five locations in Kwale County assisting over 2,000 stateless individuals and at-risk populations.\u00a0 UNHCR joined the exercise to monitor the implementation and get feedback from the communities on service delivery. Also in Kenya, from\u00a0 28 November to 2 December, UNHCR, Haki Centre and the Civil Registration Services consulted with the stateless Pemba and Rundi\u00a0 communities in Kwale and Kilifi counties to understand the challenges they encounter in accessing late birth registration. Their feedback and\u00a0 recommendations are meant to inform policy changes in late birth registration to ensure that stateless persons can access these\u00a0 procedures.<\/p>\n<p><span id=\"page8R_mcid245\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">UNHCR and the civil registry authorities of<\/span><\/span><span id=\"page8R_mcid246\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Sudan<\/span><\/span><span id=\"page8R_mcid247\" class=\"markedContent\"><\/span><span id=\"page8R_mcid248\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">continued birth registration campaigns in eight<\/span><\/span><span id=\"page8R_mcid249\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">states of the country and issued birth\u00a0 certificates to<\/span><\/span><span id=\"page8R_mcid250\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">more than 5,000 individuals at risk of statelessness,<\/span><\/span><span id=\"page8R_mcid251\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">including returnees, internally displaced people,<\/span><\/span><span id=\"page8R_mcid252\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">refugees, and individuals\u00a0 from host communities.<\/span><\/span><span id=\"page8R_mcid253\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">The eight states include North, West and South<\/span><\/span><span id=\"page8R_mcid254\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Kordofan, North, East and Central Darfur, Gedaref<\/span><\/span><span id=\"page8R_mcid255\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">and Khartoum.<\/span><\/span><span id=\"page8R_mcid256\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page8R_mcid256\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">From October to December, UNCHR supported the<\/span><\/span><span id=\"page8R_mcid257\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Government of<\/span><\/span><span id=\"page8R_mcid258\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Burkina Faso<\/span><\/span><span id=\"page8R_mcid259\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">in issuing over 40,000<\/span><\/span><span id=\"page8R_mcid260\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">civil status and identity documents\u00a0 to around 4,000<\/span><\/span><span id=\"page8R_mcid261\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">refugees, 20,000 internally displaced persons and<\/span><\/span><span id=\"page8R_mcid262\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">16,000 members of host communities. Additionally,<\/span><\/span><span id=\"page8R_mcid263\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the digital<\/span><\/span><span id=\"page8R_mcid264\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">icivil<\/span><\/span><span id=\"page8R_mcid265\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">birth registration tool was deployed<\/span><\/span><span id=\"page8R_mcid266\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">in the commune of Karangasso-Vigu\u00e9, Hauts-<\/span><\/span><span id=\"page8R_mcid267\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Bassins region, which facilitated the issuance of<\/span><\/span><span id=\"page8R_mcid268\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">close to 600 birth certificates to persons at risk of<\/span><\/span><span id=\"page8R_mcid269\" class=\"markedContent\">\u00a0 <span dir=\"ltr\" role=\"presentation\">statelessness. In the same period 60 new secondary<\/span><\/span><span id=\"page8R_mcid270\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">civil registration centers were opened.<\/span><\/span><span id=\"page8R_mcid271\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page8R_mcid271\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">In<\/span><\/span><span id=\"page8R_mcid272\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Algeria<\/span><\/span><span id=\"page8R_mcid273\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">, UNHCR carried out awareness-raising<\/span><\/span><span id=\"page8R_mcid274\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">sessions on the importance of birth registration<\/span><\/span><span id=\"page8R_mcid275\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">during refugee registration and reception\u00a0 activities<\/span><\/span><span id=\"page8R_mcid276\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">from October to December. During this period,<\/span><\/span><span id=\"page8R_mcid277\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">several individuals were identified and referred for<\/span><\/span><span id=\"page8R_mcid278\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">legal assistance to access late\u00a0 birth registration<\/span><\/span><span id=\"page8R_mcid279\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">services or to correct their birth certificates.<\/span><\/span><\/p>\n<p><strong><span id=\"page12R_mcid306\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Action 8: Issue nationality documentation to <\/span><\/span><span id=\"page12R_mcid307\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">those with entitlement to it<\/span><\/span><\/strong><\/p>\n<p><span id=\"page12R_mcid339\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">In 2022, UNHCR and its partner the Catholic<\/span><\/span><span id=\"page12R_mcid340\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">University of Mozambique, in cooperation with<\/span><\/span><span id=\"page12R_mcid341\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the Government of<\/span><\/span><span id=\"page12R_mcid342\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Mozambique<\/span><\/span><span id=\"page12R_mcid343\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">, supported\u00a0 the<\/span><\/span><span id=\"page12R_mcid344\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">issuance of identity documents to 8,619 internally<\/span><\/span><span id=\"page12R_mcid345\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">displaced persons and members of the host<\/span><\/span><span id=\"page12R_mcid346\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">community in Cabo Delgado Province. In Nampula<\/span><\/span><span id=\"page12R_mcid347\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Province 7,482 identity documents and 7,884 birth<\/span><\/span><span id=\"page12R_mcid348\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">certificates were issued and in Zambezia province,<\/span><\/span><span id=\"page12R_mcid349\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">2,873 identity documents\u00a0 and 5,593 birth certificates<\/span><\/span><span id=\"page12R_mcid350\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">were issued.<\/span><\/span><\/p>\n<p><strong><span id=\"page12R_mcid359\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Action 10: Improve quantitative and qualitative <\/span><\/span><span id=\"page12R_mcid360\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">data on stateless populations<\/span><\/span><\/strong><\/p>\n<p><span id=\"page12R_mcid361\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">On 19 October, the study \u201cStatelessness and Risks<\/span><\/span><span id=\"page12R_mcid362\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">of Statelessness in<\/span><\/span><span id=\"page12R_mcid363\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Malawi<\/span><\/span><span id=\"page12R_mcid364\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">\u201d was validated at a<\/span><\/span><span id=\"page12R_mcid365\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">stakeholders\u2019 meeting in Lilongwe, Malawi,\u00a0 and will<\/span><\/span><span id=\"page12R_mcid366\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">soon be published. The study was commissioned by<\/span><\/span><span id=\"page12R_mcid367\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the Government of Malawi and UNHCR.<\/span><\/span><span id=\"page12R_mcid368\" class=\"markedContent\"> <\/span><\/p>\n<p><span id=\"page12R_mcid368\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">On 28 October, the Government of<\/span><\/span><span id=\"page12R_mcid369\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Angola<\/span><\/span><span id=\"page12R_mcid370\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">and<\/span><\/span><span id=\"page12R_mcid371\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">UNHCR released a study on statelessness which<\/span><\/span><span id=\"page12R_mcid372\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">was shared with government authorities,\u00a0 embassies,<\/span><\/span><span id=\"page12R_mcid373\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">UN agencies and other relevant parties. The<\/span><\/span><span id=\"page12R_mcid374\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">study identifies the following groups as being at<\/span><\/span><span id=\"page12R_mcid375\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">risk of statelessness: former Angolan refugees<\/span><\/span><span id=\"page12R_mcid376\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">returning to Angola, abandoned children, street<\/span><\/span><span id=\"page12R_mcid377\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">children, nomadic communities in southern Angola,<\/span><\/span><span id=\"page12R_mcid378\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">populations living in\u00a0 disputed border regions,<\/span><\/span><span id=\"page12R_mcid379\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">irregular foreign migrants and long-term refugees.<\/span><\/span><\/p>\n<p><strong><span id=\"page15R_mcid380\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Mobilizing governments and civil society<\/span><\/span><\/strong><\/p>\n<p><span id=\"page15R_mcid396\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The Ministry of Interior Federal Affairs and<\/span><\/span><span id=\"page15R_mcid397\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Reconciliation of<\/span><\/span><span id=\"page15R_mcid398\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Somalia<\/span><\/span><span id=\"page15R_mcid399\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">held a stakeholder<\/span><\/span><span id=\"page15R_mcid400\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">consultation from 2 to 5 October on improving<\/span><\/span><span id=\"page15R_mcid401\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">civil\u00a0 registration and vital statistics (CRVS) in the<\/span><\/span><span id=\"page15R_mcid402\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">country. The meeting resulted in several agreed<\/span><\/span><span id=\"page15R_mcid403\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">action points, including the capacity building of<\/span><\/span><span id=\"page15R_mcid404\" class=\"markedContent\">\u00a0 <span dir=\"ltr\" role=\"presentation\">civil registration officials, the establishment of local<\/span><\/span><span id=\"page15R_mcid405\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">registrar offices in five districts within each Federal<\/span><\/span><span id=\"page15R_mcid406\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Member State and the\u00a0 development of a costed<\/span><\/span><span id=\"page15R_mcid407\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">CRVS plan for the next five years.<\/span><\/span><\/p>\n<p><span id=\"page15R_mcid472\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Malawi<\/span><\/span><span id=\"page15R_mcid473\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">held a consultation meeting on accession<\/span><\/span><span id=\"page15R_mcid474\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">to the 1961 Convention on the Reduction of<\/span><\/span><span id=\"page15R_mcid475\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Statelessness on 21 October which convened<\/span><\/span><span id=\"page15R_mcid476\" class=\"markedContent\"> <span dir=\"ltr\" aria-owns=\"pdfjs_internal_id_443R\">representatives of various ministries, including the<\/span><\/span><span id=\"page15R_mcid477\" class=\"markedContent\">\u00a0 <span dir=\"ltr\" role=\"presentation\">Ministry of Home Affairs and the Ministry of Foreign<\/span><\/span><span id=\"page15R_mcid478\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Affairs, and the National Human\u00a0 Rights Commission.<\/span><\/span><span id=\"page15R_mcid479\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">The meeting resulted in a recommendation by<\/span><\/span><span id=\"page15R_mcid480\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the stakeholders for the country to accede to the<\/span><\/span><span id=\"page15R_mcid481\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">convention<\/span><\/span>.<\/p>\n<p><span id=\"page25R_mcid631\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">The Ministry of Homeland Security of<\/span><\/span><span id=\"page25R_mcid632\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Malawi<\/span><\/span><span id=\"page25R_mcid633\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">held<\/span><\/span><span id=\"page25R_mcid634\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">a stakeholder workshop from 19 to 21 October<\/span><\/span><span id=\"page25R_mcid635\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">that resulted in a draft national action plan on<\/span><\/span><span id=\"page25R_mcid636\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">statelessness for the implementation of the<\/span><\/span><span id=\"page25R_mcid637\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">government\u2019s pledges submitted at the 2019 High-<\/span><\/span><span id=\"page25R_mcid638\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Level Segment on Statelessness and\u00a0 Global Refugee<\/span><\/span><span id=\"page25R_mcid639\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Forum. The plan has been submitted to the Minister<\/span><\/span><span id=\"page25R_mcid640\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">of Home Affairs for validation.<\/span><\/span><span id=\"page25R_mcid641\" class=\"markedContent\"> <\/span><\/p>\n<p><span id=\"page25R_mcid641\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">In<\/span><\/span><span id=\"page25R_mcid642\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Cameroon<\/span><\/span><span id=\"page25R_mcid643\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">, UNHCR held an<\/span><\/span><span id=\"page25R_mcid644\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">information session<\/span><\/span> <span id=\"page25R_mcid646\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">on statelessness in December for parliamentarians,<\/span><\/span><span id=\"page25R_mcid647\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">members of the Senate and relevant ministries,<\/span><\/span><span id=\"page25R_mcid648\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">with the goal of\u00a0 securing the commitment of<\/span><\/span><span id=\"page25R_mcid649\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">parliamentarians in supporting the government\u2019s<\/span><\/span><span id=\"page25R_mcid650\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">efforts to eradicate statelessness. The session<\/span><\/span><span id=\"page25R_mcid651\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">focused on\u00a0 initiatives that require the support <\/span><\/span><span id=\"page25R_mcid652\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">from parliamentarians, such as accession to the <span id=\"page30R_mcid656\" class=\"markedContent\">UN Statelessness Conventions. As a result of the<\/span><span id=\"page30R_mcid657\" class=\"markedContent\"> session, parliamentarians issued a communique<\/span><span id=\"page30R_mcid658\" class=\"markedContent\"> inviting the government to finalize accession to the<\/span><span id=\"page30R_mcid659\" class=\"markedContent\"> conventions as soon as\u00a0 possible and implement their<\/span><span id=\"page30R_mcid660\" class=\"markedContent\"> provisions. The parliamentarians also committed to<\/span><span id=\"page30R_mcid661\" class=\"markedContent\"> passing laws to promote the inclusion of people at<\/span><span id=\"page30R_mcid662\" class=\"markedContent\"> risk of statelessness in Cameroon.<\/span><span id=\"page30R_mcid663\" class=\"markedContent\"> <\/span><\/span><\/span><\/p>\n<p><span id=\"page25R_mcid652\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"><span id=\"page30R_mcid663\" class=\"markedContent\">UNHCR, in collaboration with government<\/span><span id=\"page30R_mcid664\" class=\"markedContent\"> counterparts, held a workshop on 25 and 26<\/span><span id=\"page30R_mcid665\" class=\"markedContent\"> November in<\/span><span id=\"page30R_mcid666\" class=\"markedContent\"> Liberia<\/span><span id=\"page30R_mcid667\" class=\"markedContent\"> that resulted in the updating of<\/span><span id=\"page30R_mcid668\" class=\"markedContent\"><br role=\"presentation\" \/>the national action plan to eradicate statelessness,<\/span><span id=\"page30R_mcid669\" class=\"markedContent\"> which was first developed in 2015. The national<\/span><span id=\"page30R_mcid670\" class=\"markedContent\"> action plan is currently awaiting\u00a0 validation by all<\/span><span id=\"page30R_mcid671\" class=\"markedContent\"> relevant experts before it is submitted to the cabinet<\/span><span id=\"page30R_mcid672\" class=\"markedContent\"> for endorsement.<\/span><br \/>\n<\/span><\/span><\/p>\n<p><span id=\"page30R_mcid700\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">In<\/span><\/span><span id=\"page30R_mcid701\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Mozambique<\/span><\/span><span id=\"page30R_mcid702\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">UNHCR and its partner for<\/span><\/span><span id=\"page30R_mcid703\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">legal documentation and assistance activities,<\/span><\/span><span id=\"page30R_mcid704\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the Universidade Cat\u00f3lica de Mo\u00e7ambique<\/span><\/span><span id=\"page30R_mcid705\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">(UCM), organized and co-facilitated a workshop<\/span><\/span><span id=\"page30R_mcid706\" class=\"markedContent\">\u00a0 <span dir=\"ltr\" role=\"presentation\">from 5 to 7 December, on statelessness in<\/span><\/span><span id=\"page30R_mcid707\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Pemba,. The workshop convened key officials<\/span><\/span><span id=\"page30R_mcid708\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">from seven government entities who could be<\/span><\/span><span id=\"page30R_mcid709\" class=\"markedContent\">\u00a0 <span dir=\"ltr\" role=\"presentation\">potential advocates and allies in the effort to end<\/span><\/span><span id=\"page30R_mcid710\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">statelessness. The workshop raised awareness<\/span><\/span><span id=\"page30R_mcid711\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">about the\u00a0 international and national legal<\/span><\/span><span id=\"page30R_mcid712\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">frameworks related to statelessness and nationality,<\/span><\/span><span id=\"page30R_mcid713\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">and examined the risks of statelessness in the<\/span><\/span><span id=\"page30R_mcid714\" class=\"markedContent\">\u00a0\u00a0 <span dir=\"ltr\" role=\"presentation\">Mozambican context. Recommendations were made <span id=\"page30R_mcid715\" class=\"markedContent\">on measures to reduce statelessness by improving<\/span><span id=\"page30R_mcid716\" class=\"markedContent\"> access to birth registration and\u00a0 identity documents.<\/span><span id=\"page30R_mcid717\" class=\"markedContent\"> The workshop also advocated for changes to the<\/span><span id=\"page30R_mcid718\" class=\"markedContent\"> Mozambican nationality law and processes to align<\/span><span id=\"page30R_mcid719\" class=\"markedContent\"> them with the 1954\u00a0 and 1961 Conventions, which<\/span><span id=\"page30R_mcid720\" class=\"markedContent\"> Mozambique has already ratified, and to resolve<\/span><span id=\"page30R_mcid721\" class=\"markedContent\"> conflicts between the nationality law and several<\/span><span id=\"page30R_mcid722\" class=\"markedContent\"> provisions in the Mozambican Constitution.<\/span><br \/>\n<\/span><\/span><\/p>\n<p><span id=\"page30R_mcid735\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">UNHCR, in partnership with the Helsinki Committee,<\/span><\/span><span id=\"page30R_mcid736\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the Arab Institute for Human Rights, and the Faculty<\/span><\/span><span id=\"page30R_mcid737\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">of Legal, Political, and Social\u00a0 Sciences of<\/span><\/span><span id=\"page30R_mcid738\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Tunisia<\/span><\/span><span id=\"page30R_mcid739\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">,<\/span><\/span><span id=\"page30R_mcid740\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">held from 28 to 30 November, a regional seminar in<\/span><\/span><span id=\"page30R_mcid741\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Tunis focused on both international protection and<\/span><\/span><span id=\"page30R_mcid742\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">the prevention of statelessness in the North Africa<\/span><\/span><span id=\"page30R_mcid743\" class=\"markedContent\">\u00a0 <span dir=\"ltr\" role=\"presentation\">region. Legal actors including lawyers and judges,<\/span><\/span><span id=\"page30R_mcid744\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">members of academia and legal clinic directors<\/span><\/span><span id=\"page30R_mcid745\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">from Algeria, Morocco and Tunisia participated<\/span><\/span><span id=\"page30R_mcid746\" class=\"markedContent\">\u00a0 <span dir=\"ltr\" role=\"presentation\">in the meeting. During the seminar, a study on<\/span><\/span><span id=\"page30R_mcid747\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">statelessness in Tunisia, which was prepared<\/span><\/span><span id=\"page30R_mcid748\" class=\"markedContent\">\u00a0 <span dir=\"ltr\" role=\"presentation\">jointly by UNHCR and the Arab Institute for Human<\/span><\/span><span id=\"page30R_mcid749\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">Rights, was presented.
