L<\/span><span dir=\"ltr\" role=\"presentation\">a C\u00f4te d\u2019Ivoire \u00e0 elle seule compte n<\/span><span dir=\"ltr\" role=\"presentation\">euf cent trente un mille cent<\/span> <span dir=\"ltr\" role=\"presentation\">(931<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span><span dir=\"ltr\" role=\"presentation\">076<\/span><span dir=\"ltr\" role=\"presentation\">) personnes<\/span> <span dir=\"ltr\" role=\"presentation\">\u00e0 risque d\u2019apatridie<\/span><span dir=\"ltr\" role=\"presentation\">.<\/span> <span dir=\"ltr\" role=\"presentation\">Bien plus interpellatrices<\/span><span dir=\"ltr\" role=\"presentation\">, l<\/span><span dir=\"ltr\" role=\"presentation\">es \u00e9tudes sur l&rsquo;apatridie men\u00e9es dans certains<\/span> <span dir=\"ltr\" role=\"presentation\">pays de la r\u00e9gion indiquent que des millions d&rsquo;autres individus risquent de devenir<\/span> <span dir=\"ltr\" role=\"presentation\">apatrides, si rien n&rsquo;est fait.<\/span><\/span><span id=\"page37R_mcid2\" class=\"markedContent\"> <\/span><\/p>\n<p><span id=\"page37R_mcid2\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">L<\/span><span dir=\"ltr\" role=\"presentation\">\u2019absence d\u2019une compr\u00e9hension commune sur les risques d\u2019apatridi<\/span><span dir=\"ltr\" role=\"presentation\">e ainsi que le<\/span> <span dir=\"ltr\" role=\"presentation\">manque de donn\u00e9es sur<\/span> <span dir=\"ltr\" role=\"presentation\">les populations expos\u00e9es au risque d\u2019apatridie complique les efforts visant \u00e0 pr\u00e9venir et \u00e0<\/span> <span dir=\"ltr\" role=\"presentation\">mitiger<\/span> <span dir=\"ltr\" role=\"presentation\">ces risques.<\/span> <span dir=\"ltr\" role=\"presentation\">La<\/span> <span dir=\"ltr\" role=\"presentation\">n\u00e9cessit\u00e9 d\u2019<\/span><span dir=\"ltr\" role=\"presentation\">\u00e9tablir des crit\u00e8res clairs pour mieux appr\u00e9hender\u00a0 l\u2019expression \u00ab personne \u00e0 risque<\/span> <span dir=\"ltr\" role=\"presentation\">d&rsquo;apatridie \u00bb ou<\/span> <span dir=\"ltr\" role=\"presentation\">\u00ab<\/span> <span dir=\"ltr\" role=\"presentation\">groupe \u00e0 risque d\u2019apatridie<\/span> <span dir=\"ltr\" role=\"presentation\">\u00bb en Afrique de l&rsquo;Ouest et du Centre s\u2019imposait afin de mettre \u00e0 la disposition des<\/span> <span dir=\"ltr\" role=\"presentation\">Gouvernements, du H<\/span><span dir=\"ltr\" role=\"presentation\">aut<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">C<\/span><span dir=\"ltr\" role=\"presentation\">ommissariat pour les<\/span> <span dir=\"ltr\" role=\"presentation\">R<\/span><span dir=\"ltr\" role=\"presentation\">\u00e9fugi\u00e9s<\/span> <span dir=\"ltr\" role=\"presentation\">(HCR)<\/span> <span dir=\"ltr\" role=\"presentation\">et d\u2019autres acteurs pertinents, les \u00e9l\u00e9ments<\/span> <span dir=\"ltr\" role=\"presentation\">probants d\u2019identific<\/span><span dir=\"ltr\" role=\"presentation\">ation et de compr\u00e9hension des risques d&rsquo;apatridie. L\u2019objectif est en effet de faciliter le signalement<\/span> <span dir=\"ltr\" role=\"presentation\">des personnes\/groupes entrant dans cette cat\u00e9gorie pour pouvoir plaider efficacement en faveur des activit\u00e9s de<\/span> <span dir=\"ltr\" role=\"presentation\">pr\u00e9vention et de r\u00e9duction de l&rsquo;apatridie<\/span><span dir=\"ltr\" role=\"presentation\">, mobiliser des ressources pour r\u00e9pondre \u00e0 leurs besoins en s&rsquo;appuyant sur<\/span> <span dir=\"ltr\" role=\"presentation\">des donn\u00e9es qualitatives fond\u00e9es sur des preuves. Cela aidera \u00e9galement \u00e0 d\u00e9finir les r\u00f4les et les responsabilit\u00e9s<\/span> <span dir=\"ltr\" role=\"presentation\">des diff\u00e9rents acteurs (<\/span><span dir=\"ltr\" role=\"presentation\">l\u2019<\/span><span dir=\"ltr\" role=\"presentation\">UNHCR en vertu de son mandat de pr\u00e9venti<\/span><span dir=\"ltr\" role=\"presentation\">on de l\u2019apatridie, les<\/span> <span dir=\"ltr\" role=\"presentation\">gouvernements,<\/span> <span dir=\"ltr\" role=\"presentation\">les<\/span> <span dir=\"ltr\" role=\"presentation\">acteurs<\/span> <span dir=\"ltr\" role=\"presentation\">d<\/span><span dir=\"ltr\" role=\"presentation\">e<\/span> <span dir=\"ltr\" role=\"presentation\">d\u00e9veloppement,<\/span> <span dir=\"ltr\" role=\"presentation\">l\u2019<\/span><span dir=\"ltr\" role=\"presentation\">ONU,<\/span> <span dir=\"ltr\" role=\"presentation\">les<\/span> <span dir=\"ltr\" role=\"presentation\">OSC, etc.) et comment ceux<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">ci doivent fonctionner ensemble pour un maximum de<\/span> <span dir=\"ltr\" role=\"presentation\">r\u00e9sultats.<\/span><\/span><span id=\"page37R_mcid3\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page37R_mcid3\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Pour y parvenir, il a fallu partir de la d\u00e9finition du risque d\u2019apatridie. Ainsi, une personne ou un groupe est<\/span> <span dir=\"ltr\" role=\"presentation\">dit \u00e0 risque d\u2019apatridie<\/span> <span dir=\"ltr\" role=\"presentation\">lorsqu\u2019il ne poss\u00e8de pas de documents d\u2019\u00e9tat civil ou d\u2019identification pouvant<\/span> <span dir=\"ltr\" role=\"presentation\">juridiquement attester de son lien de na<\/span><span dir=\"ltr\" role=\"presentation\">tionalit\u00e9 avec un \u00c9tat, ou qui \u00e9prouve\u00a0 les difficult\u00e9s \u00e0 le faire.<\/span> <span dir=\"ltr\" role=\"presentation\">Sur<\/span> <span dir=\"ltr\" role=\"presentation\">cette base,<\/span> <span dir=\"ltr\" role=\"presentation\">quatre<\/span> <span dir=\"ltr\" role=\"presentation\">(4<\/span><span dir=\"ltr\" role=\"presentation\">) crit\u00e8<\/span><span dir=\"ltr\" role=\"presentation\">res ayant permis d\u2019identifier 12<\/span> <span dir=\"ltr\" role=\"presentation\">profils ont \u00e9t\u00e9 retenus<\/span> <span dir=\"ltr\" role=\"presentation\">au premier plan, \u00e0 savoir le crit\u00e8re<\/span><br role=\"presentation\" \/><span dir=\"ltr\" role=\"presentation\">juridique<\/span><span dir=\"ltr\" role=\"presentation\">,<\/span> <span dir=\"ltr\" role=\"presentation\">socio<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">\u00e9conomique<\/span> <span dir=\"ltr\" role=\"presentation\">(la vuln\u00e9rabilit\u00e9),<\/span> <span dir=\"ltr\" role=\"presentation\">g\u00e9ographique<\/span> <span dir=\"ltr\" role=\"presentation\">(l<\/span><span dir=\"ltr\" role=\"presentation\">a localisation ou lieu de sit<\/span><span dir=\"ltr\" role=\"presentation\">uation<\/span> <span dir=\"ltr\" role=\"presentation\">; le profil de<\/span> <span dir=\"ltr\" role=\"presentation\">migrant) et<\/span> <span dir=\"ltr\" role=\"presentation\">socio<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">culturel<\/span> <span dir=\"ltr\" role=\"presentation\">(le mode de vie).<\/span><\/span><span id=\"page37R_mcid4\" class=\"markedContent\"> <\/span><\/p>\n<p><span id=\"page37R_mcid4\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">La survenance de ces risques d\u2019apatridie est la conjugaison de facteurs tenant pour l\u2019essentiel aux<\/span> <span dir=\"ltr\" role=\"presentation\">d\u00e9faillances administratives et aux conflits.
