NOW THEREFORE, l, Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, hereby order:

Section 1. Mandatory Enrolment and issuance to all qualified Citizens/Residents and Use of the National Identification Cards to Access All Services in Liberia

l) That all citizens and residents within the Republic of Liberia shall enroll into the National Biometric Identification System (NBIS) and obtain a national ID cord which shall be used as a primary credential to:
i. Authenticate, verify and/or confirm their identity;
ii. Prove their citizenship;
iii. Obtain or have access to all services for which they ore entitled to;
iv. Establish and enhance compelling collaboration frameworks amongst Central Government and private sector entities for the effective implementation of the Comprehensive Moss Enrollment and issuance of Citizens into the NBIS.
