Kigali — Nationality law establishes the relationship between an individual and one or several states. In the Rwandan context, a Rwandan is anyone who holds the Rwandan nationality under the provisions of the organic law on Rwandan nationality (Organic Law no. 29/2004 of 03/12/2004) or whoever acquired it under earlier laws on Rwandan nationality. The acquisition and loss of nationality is a matter of domestic law, subject to certain treaties governing the case of stateless persons.
Nationality by origin includes nationality by descent (a child born to parents one of whom is a Rwandan), by birth (including children born from unknown or stateless parents and newborn babies on Rwandan soil whose place of birth cannot be traced). Thus, nationality by origin is such an undeniable right that it is constitutionally approved and legally cleansed in such a way that it leaves no room for deprivation whatsoever.
