Proposes that, in relation to management of residency and naturalisation:

« The purpose of policy interventions introduced in this area is to enable South Africa to grant residence and citizenship status to foreign nationals based on strategic security considerations and the national priorities of South Africa.

Naturalisation process

The granting of citizenship to foreign nationals should be considered as being exceptional and requiring an executive decision of the Minister; this is contrary to the current administrative decision making process. A citizenship advisory panel will be established to consider citizenship applications and make recommendations to the Minister. The selection criteria will be developed under the citizenship policy. The number of years spent in the country will not carry much weight when compared with the value-add and security factors associated with the applicant. A list of those who have become citizens through naturalisation would be approved by the Minister and published periodically. »
