SADC Protocol on Facilitation of Movement of Persons

Adopted 2005; not yet in force.

Among other things, provides for visa free travel among the SADC states, but for residence and establishment of businesses to be subject to permission; as well as for each state to establish a population register to determine the status of citizens and permanent residents. Articles 22 to 25 provide for limitations on the right to expel a non-national.
